Job Context:
∎ Location: Kutupalong, Ukhiya in Cox`s Bazar District.
∎ Job type: Fixed Term (Until 31 December 2020)

Job Responsibilities:
∎ Oxfam is looking for the Public Health Engineering Team Leader to provide the Public Health Engineering (PHE) activities at the Kutupalong camp area effectively and efficiently.
∎ To be responsible for the planning, coordinating, and designing the strategy for the interventions of public health engineering situation according to the donor strategy and meet the project objectives in working areas.
∎ Moreover, ensuring program quality and accountability in respect of Core Humanitarian Standards as well as act to protect community people from threats to their life, health and dignity.
∎ To work closely with other departments so as PHE/EFSVL/Protection to ensure an integrated and coherent response.

Additional Requirements:
∎ Experience could substitute for a formal qualification, but not vice versa; most importantly,
∎ A minimum of 5 years' practical experience in water, sanitation and hygiene promotion programmes including min1 year of experience in emergencies.
∎ It is essential that some of this should have been in rapid onset emergency response programmes;
∎ the post holder should have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them;
∎ excellent interpersonal skills, to deal with a wide range of contacts, including negotiating and assertiveness skills;
∎ the post holder must be aware of and sensitive to the needs of women in this context; ability & working experience in complex insecure context;
∎ well-developed interpersonal and team skills and proven ability to be flexible in demanding situations; sympathy with the aims and objectives of Oxfam, Commitment to humanitarian principles and action and to Oxfam's equal opportunity and gender policies;
∎ demonstrable experience of water and sanitation (WASH, (including FSM)) project implementation, including project design, preparing drawing/ design & BoQ, technical analysis and dealing with tendering and contracting for water supply, sanitation or relevant environmental engineering projects;
∎ familiarity with the drilling of boreholes and solar powered systems; ability to engage proactively with project communities to ensure their full participation, with an emphasis on ensuring the participation of women in the design, implementation and management of activities; strong management, project planning, field implementation, monitoring, organizational, interpersonal, and communication skills;
∎ competent & with experience in engineering drawings using AutoCAD, familiarity with GPS / GIS, use of MS Office programs;
∎ good assessment, monitoring and evaluating and planning skills to enable programme design and delivery;
∎ experience of monitoring budgets against activities; experience of training staff and developing staff and partner capacity;
∎ good knowledge of Sphere standards, Humanitarian Accountability Principles, and Humanitarian needs assessment;
∎ strong attention to detail.
∎ The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for situations.

Salary:
∎ BDT. 1,722,303 per annum (13 months)

Compensation & Other Benefits:
∎ 10% market supplement with other benefits e.g. hardship allowance, medical for spouse and children, contributory Provident fund, gratuity, leave & Insurance etc.
