Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018 and 2019 DRC implemented aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox`s Bazar, and a support/liaison office in Dhaka.
∎ Overall purpose of the role: The Project Manager (General Protection Case Management & Protection Monitoring - hereafter, GPCMPM Project Manager) works as part of DRC Protection team under direct line management and technical supervision of Protection Manager (General Protection) and with technical guidance from Protection Coordinator. The primary objective of GPCMPM Project Manager will be to ensure the timely and effective delivery of DRC`s protection monitoring and protection case management activities in the assigned locations, ensuring activities comply with technical standards. The GPCMPM Project Manager will line manage 4 national team leaders and provide technical supervision to a team of over 20 protection monitoring and caseworkers and additional 30 volunteers and will play a key role in capacity building and mentoring of GP case management and protection monitoring staff on case management standards, tools, approaches; protection monitoring standards, principles, tools and approaches and communicating effectively with affected populations. GPCMPM Project Manager will also contribute to mainstreaming protection among DRC staff and other humanitarian actors.

Job Responsibilities:
∎ Project Design & Implementation:
∎ Ensure high quality implementation of protection case management and protection monitoring project components in accordance with donor and DRC policies, regulations and accountability framework, as well as in line with agreed log frames/indicators, budgets, procurement plans, workplans and M&E plans.
∎ Assess protection needs, identify gaps and propose timely practical actions to respond to particular protection problems. Develop concrete initiatives to reduce protection risks and specific strategies to build upon assets/capacities/initiatives within the refugee and host community populations.
∎ Revise and strengthen tools and procedures related to protection case management and protection monitoring as relevant. Ensure adherence to SOPs and response protocols/practice in case management, referral systems and protection monitoring activities while ensuring Do No Harm.
∎ Work closely with Protection Information Management Specialist to ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, reporting, planning, evaluation, and advocacy.
∎ Regularly develop protection monitoring reports, with capturing latest, updated protection trends in refugee and host community.
∎ Prepare and maintain/update detailed project specific work plan(s) for case management and protection monitoring activities to ensure that stated objectives and targets are met within the overall grant timeline and budget.
∎ Provide regular financial spending forecasts and monitor financial spending and budgets for all protection case management and protection monitoring activities.
∎ Liaise with relevant departments (such as Logistics, Finance-Administration, Human Resources and Safety) to facilitate the required resources to be allocated to the program to permit an efficient and effective implementation of relevant activities.
∎ Contribute to the development of protection focused project proposals and country protection strategy.
∎ Staff Management & Capacity Building:
∎ Directly line manage protection case management and protection monitoring team leaders and supervise the entire team of protection caseworkers and protection monitors. Set clear objectives for the team and do timely performance evaluations. Conduct recruitment of protection case management and protection monitoring staff as needed.
∎ Provide on-the-job training and shadowing of protection activities in the field, taking note of strengths, weaknesses and areas for future development in order to provide structured and constructive feedback to protection staff.
∎ Conduct regular case management supervision sessions, protection monitoring team meetings, support the teams to review, priorities and appropriately document cases at each step of the case management process.
∎ Provide ongoing coaching/individual supervision to team members in order to strengthen their capacity to implement protection case management safely and effectively, particularly in complex cases.
∎ Provide ongoing coaching to protection monitoring team, volunteers, prioritizing field protection monitoring objectives and considering do no harm principle
∎ Develop and deliver training and capacity building activities for Protection Case Management and Protection monitoring staff in case management and protection monitoring principles and methodology, gender and diversity issues, protection issues and protection mainstreaming, psychosocial support service provision, and participatory protection data collection though training, mentoring and coaching.
∎ Develop capacity of national team leaders in all aspects of program development and implementation.
∎ Deliver protection mainstreaming trainings for DRC staff and other humanitarian actors.
∎ External representation:
∎ Maintain strong professional relationships and regularly liaise with key service providers to ensure timely and appropriate assistance is provided to the protection cases referred by DRC
∎ Represent DRC in protection related coordination forums and external meetings at camp/community and Cox's Bazar level as requested by and/or agreed with the Protection Manager (GP) or Protection Coordinator.

Additional Requirements:
∎ Essential:
∎ An excellent professional track record with a minimum of three years working experience implementing protection monitoring and protection case management in a humanitarian context
∎ Knowledge of and experience with protection information management processes and systems, including understanding of conducting data collection within case management and community engagement activities, and data analysis.
∎ Proven experience managing large multicultural teams, capacity building and mentoring of staff; strong cultural sensitivity and experience working with persons from various backgrounds.
∎ Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels, in a multicultural team and operating environment.
∎ Demonstrated ability to think strategically, plan and manage own time effectively, prioritize and meet deadlines. High degree of flexibility with respect to working hours.
∎ Demonstrated ability to deliver high quality analysis, timely reports and technical materials (trainings, program tools and guidelines, etc).
∎ Excellent English writing ability and verbal skills for project proposals, reports, and communications.
∎ Strong work ethic and ability to take responsibility for own actions.
∎ Desirable:
∎ Knowledge and previous experience of the Rohingya refugee response in Bangladesh or Myanmar.
