Job Context:
∎ POSITION PROFILE:
∎ DRC has been operating in Bangladesh since 2017, when the first team started providing emergency assistance to the Rohingya population arriving from neighboring Myanmar. As of 2022, DRC works in 10 Rohingya refugee camps and one host community sub-district, Ukhiya in Cox Bazar with activities covering four DRC sectors: protection, economic recovery, shelter and settlements, camp coordination and camp management.
∎ DRC`s protection programme is present in 8 camps (2W, 6, 7, 8E, 8W, 10, 11, 12) and 2 host community locations (Rajapalong and Palongkhali) in Cox`s Bazar. In these areas, DRC is implementing General Protection, GBV and Child Protection Programming. DRC is also involved in advocacy work, currently at a limited scale. Part of the aim of the Protection Monitoring unit will be to generate evidence that can feed into both protection programming and advocacy work. The objective of this role will therefore be to revisit team roles and responsibilities to ensure a more functional implementation of the programme, expand data collection, analysis and presentation including improving outreach to more marginalized/at-risk groups that may normally be neglected, mainstreaming age, gender, diversity (AGD) considerations in the data collection process. A key objective of this role will also be to ensure a diversity of products (including reports, briefs, snapshots) are published featuring high quality, coherent analyses of risks, to be disseminated both internally and externally.

Job Responsibilities:
∎ General Management, Technical/Strategy Leadership
∎ Oversee and manage protection monitoring activities in camps and host community locations.
∎ Ensure that all protection monitoring targets/donor deliverables are met.
∎ Responsibly manage protection monitoring budgets and forecasts and ensure timely and regular donor reporting.
∎ Participate in the development of proposals, budgets and concept notes in coordination with the Protection Coordinator, other programme sectors, Grants team, and HQ/Asia regional/Myanmar offices.
∎ Ensure effective implementation of M&E systems throughout the lifetime of the project. With the Protection Coordinator and MEAL Manager, ensure a MEAL plan is in place and implemented for the protection monitoring programme.
∎ Lead the expansion and diversification of protection monitoring activities in host locations, as well as in GBV and CP sectors.
∎ Support protection monitoring teams in identifying protection risks and ensuring an appropriate response during their routine monitoring activities.
∎ Ensure protection monitoring activities are aligned with DRC's country strategy, protection and advocacy strategies.
∎ Support the Protection Coordinator in developing SOPs and relevant guidance and training material including on protection referrals.
∎ Data Collection, Methodology, Analysis and Dissemination
∎ In coordination with the Protection Coordinator, lead on improving protection monitoring systems and methodology and, ensure the PM methodology is regularly reviewed and adjusted to camp/host community reality/context.
∎ Review and adjust existing PM tools to strengthen age, gender and diversity (AGD) considerations during data collection.
∎ Together with the Protection Coordinator ensure PM tools are aligned with the advocacy agenda/strategy so that it can feed into DRC's advocacy work.
∎ Contribute to assessments, produce protection monitoring reports and analyses, thematic briefs using PM data and contribute to protection needs assessments, ad hoc studies as required.
∎ Ensure data on referrals, signposting and follow-up actions taken by protection monitors during their routine activities is adequately tracked and reflected in the reports. Ensure the programme is responsive and executed to the highest standards.
∎ Together with the Protection Coordinator, develop a dissemination plan to share PM findings externally and internally regularly and systematically.
∎ HR and People Management
∎ Hire, supervise and build the capacity of the team on data collection and analysis methodologies.
∎ Establish a system to remotely oversee and supervise a pool of trained volunteers in the camps and host locations to ensure quality data is collected and do no harm principles are respected during the data collection process.
∎ Coach, train, manage and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and evaluating performance.
∎ Develop detailed work plans that are aligned with donor timelines and targets and follow DRC's procedures for implementation.
∎ Together with Protection Coordinator, security and SMS regularly monitor safety concerns and risks and establish safety plans/duty of care plans to ensure DRC PM staff and volunteers are not exposed to dangerous situations.
∎ Coordination and Representation
∎ In coordination with the Protection Coordinator, attend relevant sector, donor, partner and advocacy meetings as required.
∎ Identify partners, key informants, contacts and other interlocutors critical to the success of this project; establish close working relations with relevant agencies/research institutes in-country.
∎ Other Duties
∎ Any other relevant duties as requested by your line manager.

Additional Requirements:
∎ Minimum 5 years of experience in an international context (with an NGO, an international organization or a research institution), of which 2 years should be in management level.
∎ Project cycle and budget management.
∎ Proven track record in team management.
∎ Proven track record in survey design, data analysis and implementation in complex settings.
∎ Skills in qualitative and quantitative data collection and analysis.
∎ Ability to work independently, make rapid assessments and sound judgements.
∎ Excellent communication and problem-solving skills.
∎ Excellent skills in terms of reporting and drafting.
∎ Strong understanding of protection principles and standards.
∎ Demonstrated understanding of refugee/IDP contexts is an asset.
∎ Previous experience in working with an international NGO or in protection work is an asset.
∎ Ability to multi-task and oversee interventions in different field locations concurrently.
∎ Proven experience of capacity building and training, including preparation of materials and facilitation.
