∎ DRC Bangladesh:
∎ The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018 and 2019 DRC implemented aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.
∎ Overall purpose of the role: DRC’s child protection activities in Cox’s Bazar include community-based child protection programming, case management and psychosocial support activities with children and adolescents, and awareness-raising activities in refugee camps in Cox’s Bazar district. DRC’s child protection program operates in close collaboration and coordination with DRC’s general protection and GBV program activities, as well as with shelter/NFI and site management (SMS) programs.
∎ The primary objective of the Protection Manager (Child Protection) will be, together with the Protection Manager, to ensure the timely and effective delivery of DRC’s child protection activities in the assigned locations, ensuring activities comply with technical standards, and supporting the mainstreaming of child protection issues within other program sectors.

Job Responsibilities:
∎ General Management
∎ Ensure high quality project implementation in accordance with donor and DRC policies, regulations and accountability framework, as well as in line with agreed log frames/indicators, budgets, procurement plans, and work plans.
∎ Ensure that allocated budget lines/activities and expenses are regularly monitored and, as needed, action plans with follow-up are developed to correct any over or underspending in a timely manner.
∎ With the support of the Protection Manager and Protection Coordinator, ensure technical guidance and SOPs are in place, and ensure child protection interventions meet technical standards.
∎ Request and follow-up to ensure the required resources are allocated to child protection program from relevant departments, such as Logistics, Finance, Administration, Human Resources and Safety, to permit an efficient and effective implementation of DRC protection operations.
∎ With the Protection Manager, and MEAL and Information Management staff, where relevant, ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, advocacy, and timely reporting.
∎ Produce timely high-quality analytical child protection and internal management reports, as required, and contribute to regular donor reporting.
∎ Help ensure that the child protection program is well documented and that the institutional memory of DRC Bangladesh is preserved.
∎ People management
∎ Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
∎ Line manage national Child Protection Team Leaders, and oversee the child protection team.
∎ Set clear objectives for protection staff under line management and do timely performance evaluations.
∎ Conduct recruitment of protection staff as needed, and ensure general protection staff capacity development, including on-the-job coaching and mentoring, as appropriate, with support from Protection Specialist (Case Management).
∎ Develop capacity building plans towards nationalisation of prioritised roles within the team.
∎ Conduct regular management supervision sessions for staff of the protection unit.
∎ Program Development and Strategy
∎ In collaboration with the Protection Manager, contribute to protection strategy development and review processes.
∎ Conduct needs assessment to ensure appropriate response design, identifying risks (threats, vulnerabilities, capacities), including those related to gender, age and diversity.
∎ Assess protection risks and identify needs/problems/gaps and propose timely practical actions to respond to particular protection risks or problems.
∎ Work closely with Protection Manager and Information Management Officer to strengthen data collection and processing tools for child protection, including CPIMS+/PRIMERO.
∎ Work closely with Protection Manager to develop quality proposals, concept notes, and budgets, as requested.
∎ Monitoring, Evaluation, Accountability and Learning
∎ With the Protection Manager and MEAL Manager, ensure a MEAL plan is in place and implemented for program activities.
∎ Monitor and support adherence to grant work plans, spending plans, and monitoring and evaluation plans, and timely delivery of donor and management reports on general protection activities.
∎ Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards.
∎ Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for DRC MEAL purposes.
∎ Coordination and Representation
∎ Represent the DRC Child Protection program where requested by and/or agreed with the Protection manager. This will likely include regular coordination with the Child Protection Sub-Sector, the Case Management Taskforce, UNHCR, UNICEF, other child protection partners in the field, and government representatives at different levels, as required.
∎ Any other relevant duties as requested by your line manager.

Additional Requirements:
∎ An excellent professional track record with a minimum of five years of work experience in a child protection managerial role and strong technical knowledge.
∎ Demonstrated ability to think strategically, prioritize, and meet deadlines in a context with multiple competing priorities.
∎ Proven experience in managing large multicultural teams, capacity building and mentoring of staff.
∎ Knowledge and experience of child protection information management processes and systems, understanding and experience of conducting data collection and analysis, including within case management and community engagement and outreach activities.
∎ MEAL knowledge and experience.
∎ Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels, in a multicultural team and operating environment.
∎ Fluency in English, and excellent English writing ability and verbal skills for project proposals, reports, and communications.
∎ Demonstrated ability to deliver high quality analysis, timely reports and technical materials (trainings, program tools and guidelines, etc.).
∎ Knowledge and previous experience of the Rohingya refugee response in Bangladesh or Myanmar
∎ Bengali language skills
