Job Context:
∎ German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for an experienced "Project Officer (PO) - Urban Resilience" (male/female) for their Dhaka Office. The duration of the contract is initially planned for Four months with possible extension starting from as soon as possible.
∎ Purpose:
∎ The Project Officer (PO) has the responsibility to oversee the implementation and monitoring of all activities of the project. In close coordination and consultation with its BDRCS counterpart, Project Delegate and Senior Representative, the PO will ensure adherence to GRC, IFRC and BDRCS standards, policies and regulations. The PO is responsible for day-to-day progress supervision and consolidation of the project, ensuring that work plan is well understood and implemented accordingly with the highest standards of service, quality of financial and administrative management, and accountability, thus contributing to the overall efficient and effective running and final consolidation of the project. The PO would require liaising with local authorities of DSCC on daily basis, coordinating the events and consolidating them and share reports with Project Delegate. The PO will be responsible to contribute to the administration of Urban Resilience Programme of GRC
Job Responsibilities:
∎ Overall :
∎ In coordination with BDRCS counterpart and under the supervision of the Project Delegate / Senior Representative, the PO should ensure and maintain effective communication and liaison with project related counterparts and other relevant stakeholders;
∎ Support the Project Delegate / Senior Representative in the planning, designing, budgeting of ongoing and any new project activities, under Urban Resilience. ;
∎ Monitor and supervise technical interventions to ensure implementation of Urban Resilience project according to agreed standards and within budget and take appropriate remedial action if/when standards are not being met;
∎ Prepare regular and ad hoc reports and technical overviews as needed and submit to the line manager;
∎ Co-responsible for the implementation and tracking of DEEPER final project activities at wards level in line with defined action and work plan and in very close coordination with BDRCS South Dhaka Unit; Organizing workshops, meetings / sessions, trainings, etc. at ward /;
∎ Ensure the buy-in and participation of local authorities/structures, community members and beneficiaries;
∎ In collaboration with the project partners, develop and implement mechanisms to monitor and evaluate project performance, according work plans and project targets;
∎ Support organizing drills and simulations at zone (if situation permitted) and ward level in coordination with BDRCS and relevant authorities;
∎ Work with WDMC and other relevant stakeholders, like the FSCD, for defined project activities and to ensure a linkage between different stakeholders of the project;
∎ Collaborate with other remaining Partners of the DEEPER project
∎ Effectively participate in coordination meetings, clusters and working groups as directed by the Project Delegate / Senior Representative.
∎ Ensure that the project is implemented in accordance with GRC and donor policies and procedures;
∎ Specific duties and responsibilities in coordination matters:
∎ Provide regular updates to Project Delegate and point out actions to be taken;
∎ Ensure regular and effective coordination with BDRCS and regularly participate in coordination/cluster meeting;
∎ Ensure effective communication with stakeholders, partners, local communities and beneficiaries on technical and project issues;
∎ Maintain open and regular coordination and communication with the involved BDRCS Departments, Unit level officers of project location and other organizations in the field;
∎ Coordinate efficiently with the Finance and Admin team and all field/support staff to ensure consistency of quality delivery across the identified responsibilities;
∎ Any other job that might deemed necessary by the management;
∎ Duties Applicable to All Staff:
∎ Establish and ensure effective working relationships with colleagues and partners;
∎ Ensure effective working relationships with IFRC and National Society managers and leadership;
∎ Ensure effective working relationships with involved BDRCS Departments (e.g. DRM, Training, Planning and Development, Youth and Volunteers, Response);
Additional Requirements:
∎ Minimum of five years' experience in relevant field;
∎ Knowledge of budgeting, budget oversight, accounting principles and practical application of financial systems, experience in administrative and logistic work;
∎ Strong project management and proven coordination skills;
∎ Skill & Knowledge:
∎ Organizational skills, problem solving mind, analytical, flexible, rigorous, with common sense and autonomous
∎ Mobility and flexibility, willing to work in the multi-cultural team
∎ Negotiation and diplomatic qualities
∎ Oral and written fluency in English and Bangla;
∎ Good interpersonal and intercultural skills, the ability to communicate clearly and effectively and build relationships at all levels;

∎ Training and presentation skill;
∎ Report writing skill;
∎ Ability to priority multiple task and meet deadlines;
∎ Good knowledge of the RC/RC principles, Code of Conduct, Humanitarian standards;
∎ Disposition:
∎ Able to travel always and within short notice, work outside normal working hours as the situation requires and under stressful working condition
∎ Ability to work independently on own initiative and also to contribute as part of a team;
∎ Ability to understand and work with Government Law/Ministries
