Job Context:
∎ With the supervision by Senior Project Officer- Communication with Communities, the ‘Project Officer- Communication with Communities’ will be responsible for smooth operations of Action Against Hunger’s Information Hubs in Cox’s base. S/he will ensure high quality of program implementation in designated information center.
∎ Communications with Communities (CwC) is a growing field in Action Against Hunger’s programming, the Project Officer will be leading Action Against Hunger’s CwC activities/information centres from the frontline and will be responsible for the implementation of CwC programming/Information centres in field level.
∎ Close guidance and support will be provided by the SPO-CwC.
∎ In order to accomplish the above, s/he will need to be proactive, quick learner and form and maintain a thorough understanding of Action Against Hunger’s history, values, culture, policies and long-term programming strategies.
Job Responsibilities:
∎ Objective 1: Operational: To ensure smooth and proper running of different components of Communication with Communities (CwC) program.
∎ Efficiently address and provide quick solutions to problems and questions.
∎ Organize and facilitate regular group discussions in the IHs.
∎ Organize outreach activities, when required, to ensure that IHs become a known and trustworthy point for information and feedback in the community.
∎ Ensure the IHs are closely working in collaboration with different programs of ACF.
∎ Identify opportunities to ensure engagement of population groups who are less accessible (e.g. women, elderly groups).
∎ Refer beneficiaries to services of ACF and other services by different agencies, as per need.
∎ Objective 2: Support high quality reporting, monitoring and documentation.
∎ Keep daily records of all community feedback, complaints and questions.
∎ Assist SPO to produce high quality reports with qualitative and quantitative data.
∎ Follow up and cross check referral cases with communities and service facilities of ACF.
∎ Ensure feedback mechanisms are fully functional in IHs.
∎ Take pro-active steps to address community feedback received, with support from ACF management.
∎ Ensure regular follow-up and proper treatment of complaints with ACF’s Complaint Management Unit (CMU) through SPO.
∎ Promote two-way and interactive communications in all IHs to create an enabling environment.
∎ Objective 3: Supervise the quality of services in the IHs.
∎ Ensure that hygiene and sanitation rules are respected in the IHs.
∎ Ensure crowd management, when needed.
∎ Ensure beneficiaries feel welcome in the IH.
∎ Ensure information services are provided respectfully to beneficiaries.
∎ Objective 4: Communication and coordination
∎ Communicate and coordinate with other ACF programs.
∎ Maintain collaboration with other stakeholders who are also responding to the refugee crisis.
∎ Closely monitor the quality of services in the IHs and outreach activities.
∎ Support SPO and CwC Manager during external visits (donors or partners).
∎ Attend trainings and workshops, as per need.
∎ Objective 5: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity
∎ Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
∎ Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
∎ Ensure the incorporation of gender equity principles in all policies and activities
∎ Encourage the participation of all genders in meeting and on committees
∎ Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
∎ Understand the basics tenants of ACFs Gender Minimum Standards & Child Protection Policies.
Additional Requirements:
∎ Experience in the field of project management, information and communication.
∎ Knowledge and experience in liaison with GoB and NGO counterparts and development partners; able to coordinate with appropriate stakeholders.
∎ Able to work in both Bangla and English (spoken and written).
∎ Able to speak and understand Chittagonian dialect.
∎ Creativity and initiative in identifying program opportunities and needs.
∎ Ability to act as an Action Against Hunger ambassador.
∎ Good organizational skills.
∎ Previous experience in working with NGO.
∎ Sound knowledge in working with MS Office (especially Word, Excel, PowerPoint), etc.
∎ Flexible with respect to job priority.
Salary: Tk. 55000 (Monthly)
Compensation & Other Benefits:
∎ Festival Bonus: 1 month Gross salary every year;
∎ Provident Fund: 7.5% of Basic Salary;
∎ Performance Bonus: from 30 % to 80% of monthly Gross salary per year depending on performance;
∎ End of Contract Benefits: up to 2 months' Gross salary;
∎ Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year);
∎ 18 days of paid annual leaves per year.
∎ 10 days of paid casual leaves per year.
