∎ Position Start Date: April 1st 2022
∎ Duration: 24 months (renewable until programme end)
∎ Location: Kurigram, Bangladesh with frequent travels to Dhaka based on project requirement
∎ Context:

∎ Tdh has been present and active in Bangladesh since 1974 and focuses its work on Migration, tackling child labour, health, child protection, WASH, Access to Justice and humanitarian aid. We are currently working in Dhaka, Cox`s Bazar, Ukhia, Teknaf and Kurigram.

∎ Tdh has been a key player in Kurigram during those past decades, notably on health and child protection.
∎ The Project Manager will be in charge of the SPiRIT project funded by the Olympic Refugees Foundation being implemented in Dhaka and Kurigram. The project is focused on Sports for Development, targeting youth displaced or at risk of displacement in Kurigram District and in Dhaka slums area and their communities.

Job Responsibilities:
∎ The Project Manager reports directly to the CR and is in charge of representing Tdh and of implementing Tdh project in its geographical zone. S/he is responsible for programme staff management, coordination with finance, logistics and human resources, implementation of activities, project development, reporting, coordination with local Government authorities, and stakeholders and ensure security measures.
∎ The Project Manager will work in direct collaboration with the mission personnel and interface directly with the CR and Deputy CR/Head of Programmes, as appropriate for programme strategy, reporting and administration. (S)he will have direct access to confidential information, including programming objectives in the field, financial details, and security guidelines. A professional sense of security, confidentiality, and proper representation is paramount.
∎ The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes, Tdh Child Protection Policy, Bangladesh laws, policies and constitution.
∎ Terre des hommes expects that its contractors' professional conduct reflects proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

∎ Job Context :
∎ The overall objective of the current position is to provide an overall oversight and responsibility of the project
∎ The selected candidate will ensure the quality, effective and efficient management of the project at all stages of the project cycle through staff management, budgeting, and project-related Logistics & Admin support. The candidate is also expected to provide an overall technical oversight and supervision.
∎ She/he will directly supervise field-based project team to implement project activities.
∎ She/ he will supervise the project team, ensuring timely and quality implementation of all the programmatic activities, inclusive of an ongoing technical capacity building in coordination and collaboration with Tdh Coordination Team and the project partner.
∎ She/he works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving conditions of the target population.
∎ She/he will and ensure that humanitarian principles, including Child protection principles, Child Protection Minimum Standards (CPMS), Tdh's Child protection in Humanitarian crises policy as well as IASC Guidelines on MHPSS are being incorporated into all aspects of implementation.
∎ She/he will conduct his/her duties in respect of Tdh Global Code of Conduct and Risk Management Policies, including Tdh Child Safeguarding Policy. Tdh expects that its contractors' professional conduct reflects proper behavior in accordance with local culture and traditions.

∎ Specific Job Responsibilities:
∎ Project Cycle Management:
∎ Contribute and feed into project design stage through facilitating and coordinating internal and interagency technical needs assessments, drawing lessons learned from previous or external interventions, staff and community consultations (including with children, adolescents and young people)
∎ Lead on implementation of project activities through following-up on workplans, expenditure, procurement, progress against indicators and capacity needs
∎ Address roadblocks to implementation through regular field visits, staff discussions and problem solving.
∎ Contribute to learning through ongoing and end-of-project monitoring and evaluation (qualitative and quantitative), including supporting development and implementation of the project MEAL plan
∎ Ensure quality implementation of project activities, including contribution to the development of technical tools and materials.
∎ Contribute to project development through narrative writing in concept notes and proposals, log frame indicator and target, budget, workplan, procurement and monitoring & evaluation plans development.
∎ Staff Management and Capacity Building:
∎ Draft/update Job Descriptions for project staff of the project, ensuring standardization. Manage the recruitment process for positions in the team, including drafting technical tests, interview questions and following-up on screening, short listing, interviews and offers with HR.
∎ Ensure all staff in the team have a personalized capacity building plan that includes both MHPSS/Child Protection/Youth Empowerment technical competencies and professional competencies and receive regular feedback on their performance with recommendations for improvement.
∎ In collaboration with CP Coordinator, MHPSS Technical Coordinator and the project partner, provide technical support to the team under his/her supervision through formal training and on-the-job supervision, coaching and mentoring
∎ Monitor performance of team members on the job, providing coaching, mentoring and linking them to training opportunities when needed.
∎ Support team members to positively address disagreements / resolve disputes and promote staff care.
∎ Reporting and Information Management:
∎ Draft monthly, quarterly, interim or final internal or donor reports both narrative and quantitative.
∎ Compile field information into reporting requests from the cluster (5W, sector assessments/reports), Tdh management and government authorities.
∎ Ensure the safe, confidential collection, storage, access and analysis of all the project data both hard copies and electronic
∎ Oversee the implementation of Project Follow up tool (PFU), Logistics Follow up tool (LFU) and Budget follow up tool (BFU).
∎ Coordination and Representation:
∎ Represent Tdh at field coordination meetings.

Additional Requirements:
∎ Four years' progressively responsible experience in MHPSS programming with adolescent/ young people target groups, social cohesion and/or youth empowerment, preferably in humanitarian contexts.
∎ Experience:
∎ Experience managing MHPSS/Protection/Child Protection/youth programming projects, including budget management
∎ Experience developing MHPSS/Protection/Child Protection/youth programming proposals, internal and external report drafting
∎ Experience managing teams of 5+ staff members
∎ Programmatic experience in MHPSS/Protection/ Child Protection/social cohesion/youth programming is mandatory. Experience with gender and diversity mainstreaming is highly desirable.
∎ Competencies:
∎ Full written and oral English and Bangla proficiency is a must.
∎ Excellent Project Cycle Management (PCM) skills
∎ Excellent staff management, supervision and capacity building skills
∎ Excellent communication, negotiation and dispute resolution skills
