Education:

Responsibilities & Context:

BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.

Assistant Technical Specialist (ESS and AAP)-Programme will play a pivotal role in executing the Environmental and Social Safeguards (ESS) and Accountability to Affected Population (AAP) interventions in the project and maintaining ESS compliance in adherence to the World Bank Environmental and Social Framework (ESF). Besides, this position will also actively engage in leading and providing support to the project team on integrated Child Protection and GBV initiatives. This role ensures a harmonized approach to child protection among various stakeholders and contributes to the effective delivery of services to children and their families.

  • Assist in identifying capacity-building needs and organizing relevant training sessions for CP colleagues and stakeholders on Environmental and Social Standards (ESS), Accountability to Affected Population (AAP) and child protection.

  • Execute ESS and AAP activities following the Environmental and Social Risk Management (ESRM) Plan and ensure staffs and volunteer are well equipped with ESS and AAP knowledge.

  • Ensure the project activities are aligned with ESS and AAP compliance.

  • Conduct environmental and social risk assessment of the project site and facility in ensuring the compliance.

  • Facilitate safety and disaster risk mapping and guide the project in addressing the risk in timely manner.

  • Establish a good relationship with the community in coordinated approach and reach them with the knowledge on the AAP.

  • Plan and execute awareness raising session with the community on AAP and ESS.

  • Contribute to the development of technical tools and resources to support child protection activities along with ESS and AAP.

  • Assist in facilitating regular ESS and AAP meetings, ensuring active involvement of project staff.

  • Support efforts to mobilize resources for child protection initiatives.

  • Promote effective communication and collaboration among the staff members, including community.

  • Support cross-sectoral collaboration by engaging with other sectors and cross-cutting issues focal points or coordinators.

  • Represent the BRAC in relevant forums and coordination meetings as delegated by the project focal and management.

  • Support the collection, analysis, and dissemination of child protection data to inform strategic decision-making.

  • Prepare quarterly/ ad-hoc-basis report on the ESS and other need basis report.

  • Facilitate capacity building initiatives on the ESS, AAP, Coordination structures, PSEA, Child Safeguarding and related policy including the World Bank Environmental and Social Framework (ESF).

  • Ensure time sensitive project activity implementation and strongly follow the reporting mechanism to address the concerns.

  • Conduct regular field visit and monitor the Environmental and Social Risk Management (ESRM) plan.

  • Supervise the staff and provide guidance to ensure the activity is aligned with the approved programme.

Safeguarding

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
