Educational Requirements:

Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox`s Bazar, and a support/liaison office in Dhaka.
∎ POSITION PROFILE: The Programme Liaison Specialist will ensure timely and effective support to ensure the continuity of programme operations and project/programme implementation, and will develop and maintain good relationships with the relevant government authorities and bodies at Cox`s Bazar level. The Programme Liaison Specialist will appraise the country team of any developments in the situation vis a vis the government`s response to the Rohingya crisis at Cox`s Bazar level. The Programme Liaison Specialist will analyse the context and inform the Programme Manager and Head of Programmes of any changes in policy that affect DRC`s operation. The Programme Liaison Specialist will ensure DRC`s positive relations with local community representatives and local authorities, by clearly communicating the mission of DRC and building links with relevant stakeholders.

Job Responsibilities:
∎ Ensuring compliance with NGO permits/authorisations, reporting, and all legal organizational requirements at Cox's Bazar level regarding DRC's activities for Rohingya Refugee Response;
∎ Ensure DRC's representation vis-a-vis relevant government and civil society stakeholders for the operation of NGOs in the Rohingya response, and maintain constructive dialogue with these actors, ensuring they are informed of DRC's activities and maintain DRC acceptance and visibility at Cox's Bazar level, in close collaboration with programme teams working with local authorities in the Rohingya camps on a daily basis;
∎ Specifically, develop a functional working relationship with the office of the DC, RRRC, Camp-in-Charge at Cox's Bazar level, be the point of contact for the police and other local authorities wishing to get in touch with DRC
∎ Develop a strong working relationship with the ISCG government liaison and NGO Support officer as well as liaison staff of other NGOs in Cox Bazaar
∎ Proactively Inform Head of Programmes and Programme Manager of any changes in government policy or requirements relating to NGOs or refugees in the Rohingya response; regularly update on local authorities' priorities for the response;
∎ Attend CXB level meetings as requested for effective field level liaison coordination effectively follow up on actions points arising from periodic meetings
∎ Develop contacts with local Civil society networks and organizations and realize an inventory of CSOs through a database; Discuss with promising and innovative local CSOs in order to explore new channels for the working in partnership, in close collaboration with the Head of Programmes
∎ Monitor and report to the SMT on political and social developments in Bangladesh particularly relevant for the Rohingya crisis and INGOs (such as new NGOs law; safety situation in the area; debate on civil society role in relation with the overall political and social trends; relevant new initiatives launched by government stakeholders; etc.);
∎ Ensure the visibility of DRC in the locality in accordance to DRC rules and procedures, ensuring accurate communication about DRC's work in Cox's Bazar district/Bangladesh and DRC's strategy and values globally.
Additional Requirements:
∎ Experience working with INGOs in Bangladesh
∎ Experience working with and contacts within the key government offices of Cox's Bazar district
∎ Knowledge of existing government policy towards INGOs and towards Rohingya refugees in Bangladesh
∎ Understanding of/experience in legal, security and context analysis
∎ Proactive and initiative-taking approach to work
∎ Strong communication and negotiation skills
