Education:

  • High level of IT skill especially in Microsoft Word, Microsoft Excel, Power Point, sound knowledge in operating MIS software, Microsoft 365 and internet communication.

Technical Expertise

  • Strong knowledge in Budgeting, Climate Change, Disaster Risk Reduction (DRR), Project Management, Monitoring & Supervision, Reporting, Humanitarian eco-system, early action protocol and anticipatory actions.

  • Sound understanding of project proposal development, including Logical Framework Approach (LFA) and Theory of Change (ToC), as well as budget preparation and review.

  • Good knowledge of national policies and legal frameworks relevant to Climate Change, DRR and global humanitarian eco-system.

  • Ability to develop key documents such as ToR, MoU, case stories, reports and meeting minutes/ resolutions.

Communication & Facilitation

  • Excellent facilitation and coaching skills for conducting orientations, trainings, workshops, meetings, and seminars.

  • Proven written and verbal communication skills in both English and Bengali.

  • Strong interpersonal and communication skills with the ability to engage diverse stakeholders effectively.

Leadership & Management

  • Demonstrated leadership capacity with strong team building and conflict management skills.

  • Ability to plan, organize, and manage multiple tasks efficiently, including budgeting and resource control.

Responsibilities & Context:

Job Context

Nazrul Smriti Sangsad (NSS) is a non-governmental humanitarian organization that has been working since 2000 for the advancement of poor men, women, children, youth, excluded communities, and persons with disabilities. NSS is a non-profit, non-political, child- and gender-sensitive organization. It upholds the values of diversity and inclusion, ensuring equal respect for people of all religions, castes, and creeds, and actively works to eliminate all forms of discrimination, particularly against ethnic minorities and marginalized groups. The organization also promotes equality and respect across all levels of its team members and beneficiaries.

NSS is going to implement a project titled “Protocols and Trigger-based Institutional Systems for Timely Humanitarian Anticipatory Actions PROTISTHAA funded by ECHO and implemented in partnership with Action Against Hunger (ACF). The position is responsible for ensuring timely, quality, and effective delivery of project interventions focused on anticipatory humanitarian actions in climate-vulnerable coastal Barguna, Patuakhali and Bhola districts with a duration from May 2026 to March 2028.

The position requires close collaboration with government authorities, local government institutions, humanitarian actors, and community stakeholders to strengthen early warning systems, trigger-based responses, and institutional preparedness.

NSS is seeking a competent Project Coordinator (PC) to lead the project team. The Project Coordinator will be responsible for the overall management and daily oversight of project activities, including close monitoring and coordination with the donor’s designated representatives and NSS management.

Job Location: Barguna, Patuakhali and Bhola District.

Major Job Responsibilities

  • Planning, implementing and coordinating the overall project activities to ensure the achievement of project goals and objectives.
  • Organize and facilitate training, meetings, workshops, and seminars in accordance with project objectives.
  • Supervise and participate in the direct beneficiaries selection process to ensure transparency and accountability.
  • Forma and mobilize CBOs (Women committee) to create a culture of preparedness at community level through meetings, training and workshops.
  • Organize Early Action Protocol (EAP) dissemination workshop at Upazila, District and Divisional level.
  • Implementation of small-scale forecast based early actions to rollout the NEAP.
  • Carry out local level advocacy initiatives as outlined in the project implementation plan.
  • Provide essential field-level support to consortium partner Action Against Hunger (ACF) and technical partner RIMES for project-related data collection, analysis, and report preparation.
  • Establish and maintain strong working relationships with government agencies, NGOs, and donors to foster collaboration and a learning-oriented implementation process.
  • Strengthen the capacity of project team members to ensure effective and quality implementation of activities.
  • Conduct needs assessments of team members and takes initiatives to address identified capacity gaps in line with the project-planning matrix.
  • Regularly monitor project progress, ensuring at least 70% of working time is spent on field visits, and provide supportive supervision to team members.
  • Ensure effective implementation of anticipatory humanitarian actions, including early warning dissemination and trigger-based response mechanisms in climate-vulnerable coastal areas.
  • Maintain strong coordination and liaison with government authorities, local government institutions (LGIs), humanitarian actors, and other relevant stakeholders at division, district and upazila levels.
  • Facilitate integration of project interventions into local disaster management and development plans.
  • Oversee development and execution of detailed implementation plans, work schedules, and activity tracking systems in coordination with the Action Against Hunger (ACF) project team.
  • Monitor project progress regularly through field visits, data analysis, and team supervision to ensure quality and accountability.
  • Strengthen institutional preparedness and capacity of local stakeholders through training, orientation, and technical support.
  • Ensure effective collaboration with consortium partners (ACF) and maintain alignment with project strategies and standards.
  • Supervise and guide project staff to ensure efficient performance and achievement of targets.
  • Ensure proper documentation of project activities, including reports, case studies, lessons learned, and best practices.
  • Prepare and submit timely and high-quality progress reports, donor reports, and other required documentation.
  • Monitor budget utilization and ensure cost-effective use of resources in compliance with donor and organizational policies.
  • Support implementation of monitoring, evaluation, accountability, and learning (MEAL) systems.
  • Promote community participation, inclusion, gender equality, and safeguarding across all project interventions.
  • Ensure effective functioning of Feedback, Complaints, and Response Mechanism (FCRM).
  • Identify challenges, risks, and bottlenecks in implementation and take proactive measures to address them.
  • Represent the project in coordination meetings, forums, and stakeholder consultations at local and regional levels.
  • Evaluate program effectiveness and ensure expenditures align with approved budget allocations.
  • Provide supportive supervision to field staff and facilitators based on work plans and schedules.
  • Participate in NGO coordination meetings at Upazila and District levels, share project progress, and document and archive meeting minutes.
  • Participate in GO-NGO coordination meetings and Disaster Management Committee meetings at district and upazila levels.
  • Document best practices, case studies, success stories, lessons learned, and life stories from the project.
  • Prepare comprehensive reports on meetings, workshops, seminars, and overall project progress and impact.
  • Develop and submit monthly, quarterly, and annual reports to donors and stakeholders, incorporating feedback for continuous improvement.
  • Conduct budget reviews, variance analysis, review financial documents, petty cash, and transactions and ensure effective utilization of resources in coordination with the finance team.
  • Support the implementation of internal control systems and procurement processes in compliance with organizational policies.
  • Promote and ensure adherence to PSEA (Prevention of Sexual Exploitation and Abuse) and safeguarding policies across all project activities.
  • Perform any additional administrative and programmatic tasks as required by the project and support organizational planning and decision-making processes.

Job Other Benifits:
    • Salary: TK. 82,287 (per month and other admissible benefits according to the project budget.
