Job Context:
∎ JOB PURPOSE: WFP`s Disaster Risk Reduction (DRR) activities alone will not achieve the whole resilience objectives in the local context. DRR should be further integrated into joint planning with the GoB including the District Development Plan (DDP), the World Bank-funded project (Safety Net System for Poorest (SNSP)), UN agencies and other key partners through using the Food Assistance for Asset (FFA) approach to allow different types of interventions and the activity areas under the new WFP Bangladesh Country Strategic Plan (CSP) from 2022. FFA can be scaled up to promote resilience, climate change and livelihoods for both refugees and host community. FFA needs close coordination with inter-agency initiatives such as Site Maintenance and Engineering Project (SMEP) and Safe Access to Fuel and Energy (SAFE PLUS) and make more synergies in close cooperation with UNHCR, IOM, FAO and UNDP.
∎ WFP has implemented a joint resilience-building project with the GoB since 2020, where Community Workfare component has been implemented by the FFA/DRR Unit. In 2022 FFA/DRR Unit will implement Youth Environmental Brigade as part of SNSP project.

Job Responsibilities:
∎ This job is located in Cox's Bazar and reports to Head of FFA/DRR unit.
∎ Lead and implement the Youth Environmental Brigades component of the World Bank (SNSP) project in close coordination with the GoB, the World Bank team and relevant partners, with focus on establishing robust governance structure and timely project implementation.
∎ Undertake frequent spot check visits for all FFA/ DRR programme field staff to quality implementation and on-job training given as and where required.
∎ Follow up the procedure of collecting, processing and compilation of monitoring information (e.g., no. of CFW participants engaged, resources utilization, assets created, cash distributed, gender segregated, programme status), etc.
∎ Managing WFP's engagement with key NGOs and partners; review proposals and provide technical feedback to improve the deliverables under different DRR thematic areas. Build capacities of local NGO partners.
∎ Supervise, motivate and develop an effective FFA/DRR team to enable high performance. Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff.
∎ Contribute to the development and adherence to FFA guidelines and standard operating procedures for the implementation of the FFA programme. Identify opportunities for WFP to contribute to the Government DDP, JRP and other key policy priorities.
∎ Support an effective implementation of WFP's monitoring activities to ensure maximum achievement, in collaboration with field programme teams. Ensure consistent application of gender, protection and inclusion agenda, and mainstream accountability to affected population throughout the project cycle.
∎ Providing guidance in preparation of project proposals for donors and donor missions and meetings in coordination with the management and relevant units.
Additional Requirements:
∎ At least 5 years of experience in humanitarian, development, and other relevant operations/programmes with minimum of 3 years of professional experience in the similar field.
∎ Experience in the design, implementation, and evaluation of DRR/FFA activities.
∎ Has deepened technical FFA/DRR knowledge through exposure to technical teams.
∎ Has strong leadership of implementing programmes and coordination capacity with the Government and partners.
∎ Has provided technical inputs into policy discussions and decisions.
∎ Language : Fluency (level C) in English language and Bangla dialect.
