Job Context:
∎ Pathway to prosperity (P2P) project strives to ensure effective communication of results, MSMEs transformative outcomes and improved economic opportunities for smallholder farmers, involving the private sector and engaging public sector and research organizations. Programme Officer-Supply Chain is accountable for Commercial Down time and profit leakage. Provide leadership and development to merchandizing team in order to implement merchandizing commercial strategy in the assigned market and to provide technical assistance for more efficient and sustainable Mustard production that enhance food security, nutrition and incomes benefits smallholder farmers through collectivization / collective farming approach, engaging women particularly as agri-entrepreneurs. The professional should have a complete understanding to Mustard trade, retail marketing and supply chain management.
∎ The position would be base in Panchagarh and Thakurgaon and have to maintain close coordination with the program team and will assist other team members of Solidaridad Network Asia in Bangladesh. The Programme Officer-Supply Chain will report to the Team Leader- Panchagarh of Solidaridad Network Asia.
∎ Project based fixed term

Job Responsibilities:
∎ To assess the market dynamics of Mustard, identify challenges and potentials for creating more value for the producers and more added values for commercial competitiveness in the supply chain. Scaling up public-private sector support mechanisms and value-added services to increase production and profit for the supply chain actors.
∎ To analyze the existing production system, the role of women and landless in the production and marketing of Mustard, identify the potential scopes for increasing productivity, income and employment.
∎ To identify improved support mechanisms for input and output markets in increasing profitability of Mustard including willingness to invest from diverse stakeholders (traders, banks, transporters, LGED, oil extraction companies).
∎ To analyze the existing business environment of Mustard and how different actors (producers, traders, input suppliers and processors) are interlinked in the supply chain. Identify innovative solutions and value added services to develop trust and relations among traders and producers for creating better trading environment.
∎ To analyze the scope and impact of Mustard in food and nutrition security, income generation, crop diversification and import substitution.
∎ To analyze the socio-cultural and technical (knowledge, technology, mechanization, infrastructure, etc.) constraints in the Mustard supply chain, in particular the gender dimension.
∎ Mapping the institutional and policy environment for supply chain and value chain development for Mustard. This will include government policy and plan of actions, market structures, types of farmers and traders' association, market demand and financial institutions
∎ Contribute to the creation of group trading game plans for your product line including futures, premiums, freight and execute those game plans locally.
∎ Understand legislation and industry regulations and the associated commercial implications. Take full accountability for risk reward analysis and associated decisions.
∎ Ensure all commercial administration activities are completed in accordance with procedures
∎ Develop Farming Knowledge and Post-Harvest Technologies- Group formation with male and female, Farmer selection for demonstration, Demonstration on quality seed, Farmer community meeting, Exposure visit, Farmers filed day for result demonstration, Demonstration on post-harvest technologies (harvester, thresher and dryer) .
∎ Training on post-harvest technology and post-harvest management
∎ Provide hands on training on Mustard storage system through BADC or outsourcing expert.
∎ Develop and implement the value chain and supply chains development strategies and interventions of SaFaL;
∎ Explore business opportunities and provide market specific business plan development for the producer groups, clusters, Lead Farmers, collector groups, collection center; etc.
∎ Work closely with local supply-chain stakeholders, such as processors and transporters, as well as retailers to establish market linkages;
∎ Facilitate the process of developing responsible sourcing of inputs and farm produces;
∎ Facilitate business linkages to develop access to inputs and finance for the PGs and entrepreneurs.
∎ Collaborate with businesses in developing innovative value propositions for facilitating backward and forward market linkages for agri-business growth;
∎ Ensure appropriate day to day contact between team and customers/suppliers to provide market access optionality and to enable connection on business that makes sense for both customer and farmer
∎ Establish a sales/purchasing pricing strategy and daily prices on a real-time basis and manage negotiation of sales/purchasing contracts with customers/suppliers to maximize revenues.
∎ Work with Risk Management team to maximize revenues from risk management tools.
∎ Establish and enhance sustainability offerings to optimize market access and revenues
∎ Analyze and review business and customer activity on daily and monthly basis to understand results and drive actions within the team for growth and improvement.
∎ Improve efficiency in the post-harvest management practices, which includes shorting, grading, packaging and hygiene practices;
∎ Provide capacity development and appropriate technology support for agro based entrepreneur and supply chain development in the three sub-sectors.
∎ Take part in process documentation, collection and compilation of required information and case studies from the entrepreneurs and stakeholders.
∎ Maintain and report in-depth local market analysis to understand customers, competitors and industry trends, to identify risks and opportunities

Additional Requirements:
∎ 5- 7 years' professional experience in the relevant field of agricultural marketing, value chain and supply chain development;
∎ Experience in market and agribusiness development, access to finance and/or competitiveness support activities for donor-funded economic development projects;
∎ Demonstrated experience in designing and implementing interventions that improve access to information and technologies for agriculture value chain actors;
∎ Demonstrated experience in facilitation and capacity development;
∎ Basic computer literacy using of Microsoft Office Microsoft Word, Excel, MS Power Point, SPSS & other database programme;
∎ Skills in documentation and reporting.
∎ Ability to work in a team;
∎ Proven understanding on financial and operational aspects in agri-business;
∎ Proven ability to work in an intercultural environment;
∎ Analytical writing skills in English and Bengali; excellent communication skills and fluent spoken English are required;
∎ Self-driven and high work ethics
