Educational Requirements:
∎ Masters in Social Science/ Sociology/ Anthropology/ Development Studies/ Women and Gender Studies/ Political Science/ Development Management from any recognized university with all second class/ division or equivalent GPA/ CGPA 2.00 in all academic examinations.

Job Responsibilities:
∎ Provide a strategic leadership and management guidance in developing the overall strategy, implementation and administration of CEP to ensure that the programme meets its strategic and operational objectives based on organization's strategy and priorities.
∎ Generate innovative ideas and leading design projects/pilots in the area of promoting Women's Transformational Leadership, Ending Violence Against Women, strengthening local governance, access to information, SDG-16 and create interest of new donor agencies, development partners and mobilize fund and other resources.
∎ Ensure timely response to identified call for proposals/RFPs/EOIs from different donors and lead the process of development of technical and financial proposals, project concept notes, etc.
∎ Lead to operationalize new initiatives/pilots under CEP to ensure cost effective sustainable models including exploring cost recovery models.
∎ Lead CEP team to develop advocacy strategy and communication strategy on women leadership, empowerment, ending VAW in collaboration with others nationally and globally including enhance networking with the Government, CBOs, NGOs, INGOs and Media to achieve advocacy goals around women empowerment and ending violence against women.
∎ Overseeing programme's communications and documentation related activities, development of IEC, BCC and any other communications materials. Also support the knowledge management team for capturing lessons learned and best practices from existing interventions and new initiatives including.
∎ Ensure Programme Quality through strengthening M&E and MIS mechanisms for tracking changes, outputs and results of all components and projects of CEP. Also explore opportunities to digitize MIS & M&E system of the programme/projects.
∎ Oversight of timely planning of Annual Operating Plan, budget, finance and accounts, audit and its review of the department.
∎ Prepare and finalize all progress reports, periodic reports, donor reports etc. as required including ensure timely submission of donor reports, and maintain effective communication and liason with donors, development partners, GOs and other relevant stakeholders.
∎ Represent BRAC and CEP in various forums related to women leadership, peoples organization, community empowerment and ending VAW at national, regional and international levels including improve strategic linkages with the Government line ministries and policy makers, donor agencies and Development Partners (DPs).
∎ Managing staff and supervise the key staff of CEP at HO and review annual /mid-year performance appraisal of programme staffs.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Additional Requirements:
∎ At least 10 years of experience in a national or international development organisation in an equivalent position with strong skills and capacity in managing interventions on Institution Building, Social Mobilisation, Women Empowerment and leadership, VAWG, Local Governance, Social Cohesion and Access to Information including minimum 5 years of senior managerial experience.
∎ Additional Requirements:
∎ Have knowledge on current national and global development trends related to women empowerment, institution building/ community organising and social mobilisation, rights based approach, gender equality, gender based violence, good governance, access to information, results based management tools and techniques, monitoring and evaluation of development programmes, communications tools.
∎ Must demonstrate accountability, collaboration, creativity, integrity and adaptability
∎ Have leadership ability and people management skills.
∎ Have skills on operations management, strategic thinking, decision making and problem solving, communication and documentation, programme/ project management, conflict and risk management, project design and proposal writing.
