Job Responsibilities:
∎ The Program Officer (PO) will provide support to implement field activities of the Muslim Hands funded projects in response to "Rohingya Refugee Crisis" in Cox's Bazar. The PO is responsible for assisting the Programme Coordinator (PC) in implementing daily project activities, programme coordination, liaison and coordination with local government authorities, other national and international partners (IPs) and donors. The PO will ensure all project activities meet MHIBD policies and procedures, regulatory requirements and project document provisions. S/he serves as an administrative and technical support to PC, external partners, liaise with beneficiaries and local authorities. The PO will be undertaking project planning and reporting activities to ensure all project activities are completed on time and within required quality criteria. In the absence of PC, the PO will assume the full duties and responsibilities of the PC and represent MHIBD in the local area.
∎ Project Design, Management and Quality Assurance:
∎ Support MHIBD Program Team to design and develop projects and interventions concepts/proposals within the area of responsibility, translating priorities into local interventions;
∎ Conduct feasibility study for new interventions and submit feasibility reports
∎ Ensure beneficiaries are consulted and engaged in designing projects and interventions concepts
∎ Provide operational and technical support to project staff, local partners, and relevant government partners
∎ Prepare and input in preparation of progress reports and MHBD annual progress report (monthly, quarterly and annual)
∎ M&E and Reporting:
∎ Preparation of inputs for reporting, supervise collation, consolidation and review of quarterly, annual and other reports including donor reporting.
∎ Support MHIBD program team to develop project implementation and M&E plans.
∎ Collect field data to identify trends and changes in the context which may affect project implementation
∎ Conduct field visits on regular interval to all projects sites and submit field visits reports and follow up progress
∎ Support program coordinator in day to day monitoring of major interventions including
∎ Rohingya Response Project and other emergency projects
∎ In collaboration with MHIBD Program Team, work with MEAL Officer to utilize key M&E tools and policy guidelines
∎ Serve as focal point for project evaluation, final and midterm reviews
∎ Facilitate joint field visits by major stakeholders and follow up actions and proposed remedies to ensure projects remain on track and within required quality criteria
∎ Networking and Partnership Development:
∎ Actively research and identify partners both international and national
∎ In collaboration with Project Manager, identify and build relationships with development agencies in Bangladesh
∎ Establish and maintain relationships with key contacts in strategic partner organizations
∎ including local and national authorities
∎ In collaboration with Project Manager attend meetings, forums and coordination gatherings
∎ Fundraising:
∎ Support Project Manager and Program Coordinator to develop and submit project funding proposals
∎ Develop project concept and ideas and work with MHIBD program to develop full fledge project proposals for funding by Muslim Hand UK and institutional donors
∎ Develop ideas and projects for formal collaboration with targeted development agencies, policy, and research organizations
∎ Support MHBD Program Team to conduct donor mapping establish key contacts among the institutional donors and local donors
∎ Reporting
∎ In collaboration with Project Manager, develop success stories and case studies with the aim of promoting the rights of women, children and people affected by emergencies
∎ Collect data, produce and disseminate analytical reports about the rights and living conditions of vulnerable groups including women and children published in newsletters, bulletins/media briefs.

Additional Requirements:
∎ Relevant Experience: Shall have at least 5 years working experiences in program development, resource mobilization from donors/ development agencies; development of various instruments like EoI, Concept note, Project Proposal, RFA, etc. to seek solicited and unsolicited fund, development of various communication and promotional materials for program marketing. Shall have clear knowledge and understanding about global and National development context in line with SDGs, donors' priorities, national plans, strategies and priorities.
∎ Language: Fluency in verbal and written English is mandatory.
∎ Other Qualifications: Interpersonal relationship, working in team approach. Coping with work pressure and managing multi-tasks assignment as and when is necessary
