Master's level degree/ B.Sc./Diploma in Civil Engineering. S/he has substantial knowledge, experience, and technical expertise to manage construction, WASH, and TVET projects for the different areas of Bangladesh.
Person Specification and Experience Requirement:
At least five years of experience in the development and construction-related field, along with expertise in project implementation and management of WASH and TVET-related projects.
Sound knowledge of civil engineering and related issues.
Familiar with the government rules, policies, and humanitarian standards related to the
construction.
Excellent planning, management, analytical, monitoring, and decision-making skills.
Familiar with the local context.
Good working relationships with colleagues, partners, external actors, and allies.
Good communication skills, including high-level written and spoken English.
Conversant in typical IT applications (MS Word, MS PowerPoint, internet browsing & e-mail communications)
Ensure compliance with safeguarding, PSEA/SEA-SH, confidentiality, and donor compliance standards.
Oversee complaint response systems, GBV risk mitigation, and accountability mechanisms.
Maintain regular risk assessments related to safeguarding, field access, coordination, and operational challenges.
Ensure timely escalation of misconduct, fraud, or safeguarding concerns.
Ability to support field staff, prioritize tasks, work under pressure, and meet deadlines.
Familiarity with data collection methods and tools, including KOBO and reporting.
Fluency in both English and Bangla.

Human Relief Foundation is a charity established in the United Kingdom in 1991. For over two decades, the Human Relief Foundation has been instrumental in saving lives & relieving suffering in some of the world's poorest regions. HRF responds to emergencies by providing aid to affected areas worldwide and working to reduce the major losses caused by these disasters. HRF has been implementing a Multi-Sector Assistance Project in different areas of Bangladesh. Currently, Human Relief Foundation (HRF) is seeking highly energetic and dynamic personnel who will be taking the overall responsibilities to provide essential service related to the Construction of different infrastructure, like Training Center, Mosque, and WASH-related activities, etc., to the HRF Offices whilst ensuring compliance with HRF policies, systems, and procedures. Project Officer to support the implementation of different construction, WASH, and related projects in different districts of Bangladesh.

Job Description/Responsibilities:
Planning and Management:
Assist the project team in drawing, designing, and estimating for accepted construction and implementing the activities.
Provide day-to-day strategic and technical guidance and support to the project team members to implement the standard construction activities with quality and quantity.
Guide the team to procure goods and equipment per specifications in the project proposal, drawing, and design.
Develop the construction plan and implementation guidelines for construction activities for the Communities.
Assist the teams in the timely implementation of the project and ensure support to the partners/project team to accomplish the activities according to the drawing and design.
Technical Support for the Project:
Provide technical assistance/support to the project team in designing a scheme for different constructions, WASH, and related activities.
Review the estimated cost for each scheme according to the actual and accepted market price.
Supervise the Construction and Installation activities to ensure the quality of schemes.
Provide required technical support to front-line staff to maintain quality.
Develop project plan & budget and implementation guidelines for the project.
Ensure all related activities are within the timeline.
Ensure all project deliverables through reviews and disseminate findings among relevant stakeholders/sectors.
Provide and ensure support for construction standards via project guidelines and design.
Support the field team for repair and maintenance activities per guidelines.
Monitoring and Quality Assurance:
Conduct a survey and needs assessment of the construction and related activities in the targeted areas with the close collaboration of the local stakeholders.
Develop monitoring tools in line with a project proposal and ensure the quality of each scheme.
Facilitate the staff development initiative for process monitoring and quality assurance.
Develop quality assessment tools and measure the quality and quantity.
Conduct a survey, Post Distribution Monitoring, and a needs assessment of all activities in the targeted areas.
Coordination and Networking:
Maintain effective communication, coordination, and collaboration with GoB/NGOs officials like DC/UNO office, relevant government departments (Under Ministry of MoDR, MOSW, and DSS, etc.), and local representatives.
Participate in meetings and training workshops organized by GoB, UN agencies, NGOs, Sectors, and other stakeholders.
Maintain effective coordination and communication with the local community.
Participate in regular staff meetings (Weekly, Monthly, and need-based).
Ensure good relations with project teams and other relevant stakeholders in the project locations.
Accountability and Safeguarding:
Represent the organization to critical stakeholders and inform them about project objectives, risks, constraints, and progress. Support the development and implementation of the organizational advocacy strategy in line with the project's goals and objectives and the organization's broader aims.
Maintain a gender-sensitive approach in all stages of program implementation.
Maintain programmatic sensitivity to the cultural norms of the local communities.
Ensure active consultation and engagement with beneficiary communities and community leaders. Create CRM for all areas of program activity.
Integrate protection safeguarding measures throughout program design.
Branding, Documentation, and Reporting:
Prepare some special reports as and when required, such as incident reports and harassment reports, and generate case stories and success stories, etc.
Ensured the visibility and branding of each activity HRF implements.
Developed the progress reporting systems and prepared the report for the final submission to the line manager.
Produce the qualitative project reports in English, prepare all event reports, and weekly, monthly, quarterly, and annual reports, and submit them to the line manager.
Produce presentations/briefings of field-level data/information for the different visits made by HRF, relevant Govt. officials, and other stakeholders.
