  • Minimum 03 years of professional experience in humanitarian and development programs, preferably involving construction, WASH, or infrastructure projects.

  • Strong experience in project planning, implementation, monitoring, documentation, and reporting.

  • Proven ability to prepare professional reports, donor communications, project proposals, presentations, and technical documentation.

  • Experience coordinating with HQ teams, donors, government authorities, NGOs, and other stakeholders.

  • Strong knowledge of project management, humanitarian standards, and government procedures.

  • Familiarity with data collection and reporting tools such as KOBO and digital monitoring systems.

  • Excellent written and verbal communication skills in English and Bangla.

  • Strong proficiency in MS Office applications, including Word, Excel, PowerPoint, and email communication.

  • Ability to travel extensively, manage multiple priorities, work under pressure, and meet deadlines.

Desirable Experience

  • Previous experience working in complex humanitarian emergencies or crisis settings.

  • Experience with donor-funded projects and international NGO reporting requirements.

  • Knowledge of remote project management, contingency planning, and adaptive programming.

Human Relief Foundation (HRF) is a UK-based humanitarian organization established in 1991. HRF is dedicated to saving lives, alleviating suffering, and supporting vulnerable communities through emergency response, humanitarian assistance, and sustainable development programs worldwide. In Bangladesh, HRF implements multi-sectoral interventions focused on humanitarian and emergency response, healthcare, education and child protection, livelihoods and skills development, WASH, infrastructure support, and community-based initiatives to improve the resilience and well-being of vulnerable populations.

Job Purpose

The Project Officer will support the planning, implementation, monitoring, documentation, and reporting of HRF’s development and related humanitarian projects across Bangladesh. The role will ensure effective project delivery, technical quality, compliance with HRF policies, donor requirements, and timely communication with HRF headquarters and external stakeholders.

Reporting To: Head of Programs/Program Manager

Location: Dhaka, Bangladesh, with frequent travel to HRF project locations nationwide

Key Responsibilities

Project Planning and Implementation

  • Support the planning, coordination, and implementation of humanitarian and development projects in line with approved proposals, budgets, work plans, and organizational standards.

  • Assist in preparing project documents, including activity plans, technical specifications, cost estimates, and implementation guidelines.

  • Provide technical and operational support to ensure quality, timely, and cost-effective delivery of project activities.

  • Support procurement processes by reviewing specifications and ensuring materials, goods, and services meet project requirements and quality standards.

  • Monitor project progress, conduct field follow-up, identify implementation challenges, and support corrective actions to achieve planned outputs.

  • Coordinate with relevant teams, partners, and stakeholders to facilitate effective project implementation and reporting.

Technical Support and Quality Assurance

  • Provide technical guidance and support for the planning, implementation, and monitoring of humanitarian and development projects, ensuring alignment with project objectives, technical standards, and organizational policies.

  • Review project designs, technical proposals, budgets, BoQs, and implementation plans to ensure quality, feasibility, cost-effectiveness, and compliance with donor and organizational requirements.

  • Conduct regular field monitoring visits to assess project progress, identify challenges, provide technical recommendations, and ensure effective delivery of project activities.

  • Develop and implement quality assurance frameworks, monitoring tools, technical guidelines, and standard operating procedures to improve program quality and accountability.

  • Support project teams in maintaining technical standards across various sectors, including humanitarian response, WASH, health, education, livelihoods, protection, and community development initiatives.

  • Provide technical support for project adaptation, corrective actions, rehabilitation, and improvement activities to ensure sustainability and long-term impact.

Monitoring, Documentation, and Reporting

  • Conduct field assessments, surveys, monitoring visits, and post-distribution monitoring to evaluate project quality and impact.

  • Maintain accurate project records, including activity updates, beneficiary information, technical documents, photographs, and monitoring findings.

  • Prepare high-quality project reports, including weekly, monthly, quarterly, annual, donor, and management reports.

  • Develop case studies, success stories, lessons learned, situation updates, and other project documentation.

  • Ensure timely collection, verification, analysis, and presentation of field data and project achievements.

  • Prepare presentations, briefing notes, and project updates for HRF management, HQ teams, donors, government officials, and other stakeholders.

  • Support the development of donor communication materials and contribute to donor reporting requirements.

Coordination and Communication

  • Maintain regular communication and coordination with HRF Headquarters, program management teams, finance and support services team, field staff, and relevant stakeholders.

  • Provide timely project updates, challenges, risk information, and recommendations to management and HQ.

  • Coordinate with government authorities, NGOs, UN agencies, local representatives, and community stakeholders.

  • Participate in coordination meetings, workshops, and training events.

  • Maintain effective relationships with communities, partners, and project stakeholders.

Accountability, Safeguarding, and Compliance

  • Ensure compliance with HRF policies, donor requirements, humanitarian standards, safeguarding principles, and PSEA/SEA-SH guidelines.

  • Support complaint response mechanisms, community feedback systems, and accountability processes.

  • Identify and report operational risks, safeguarding concerns, misconduct, fraud, or compliance issues.

  • Promote gender sensitivity, inclusion, and cultural awareness throughout project implementation.
