Job Context:
∎ SAJIDA Foundation is seeking a Program Head for its PROSHOMON Project based in Dhaka (with frequent travel to Project sites), Bangladesh. The project will focus to improve the health and nutrition status of the extreme poor by increasing accessibility, coverage, comprehensiveness and sustainability of existing primary health and nutrition services. The project will contribute in the government commitments to reach SDGs target by increasing the coverage of Universal Health Coverage (UHC) in the urban area of Bangladesh. Ensure better accessibility of the urban extreme poor segment by using technology and innovation in health financing scheme in the focus of this project.
∎ The Program Head is a management level position responsible for smooth materialization of planning activities. S/he will lead the team and oversee the project work in targeted municipalities and will closely work with Sajida Foundation and Concern World Wide to implement SMART Card based urban health voucher scheme project.

Job Responsibilities:
∎ Strategic Leadership
∎ The Program Head will provide strategic guidance to the project team to achieve the overall objective of the project.
∎ Provide input to the strategic and operational plan for the functional areas of the project.
∎ Ensure partnership is established with partner, municipalities, existing health service providers, MOHFW/MOLGRD&C representatives at site level, NGOs, Private sector providers, to deliver the project objective effectively.
∎ Support to build an effective partnership and platform for coordination among the Donors, MOHFW, MOLGRD&C, APPG, and urban service providers in the field of Health, Nutrition and Population Services.
∎ Lead and manage project team by providing appropriate strategic management and technical support to team members.
∎ General Project Management
∎ Will provide supervision to key staff who will be responsible for implementing the various components of this project and work closely with the senior director of SAJIDA Foundation.
∎ Develop technical guidelines to support activities implementation.
∎ Manage day-to-day operational aspects of the project as required.
∎ Plan and monitor all field activities (i.e. Appointments, meetings, cash/voucher distribution, monitoring and beneficiary follow-ups).
∎ Work closely with the Upazila Project Coordinators to ensure timely procurement and delivery of project resources. Ensure accurate paperwork for processing.
∎ Support the team to enable them to give their best by encouraging, coaching, assisting to resolve and/or prevent problems, providing resources, tools and equipment.
∎ Ensuring that clinical staffs are adequately trained and developed for their roles by analyzing staff training needs, organize the delivery of training and coordinating the sharing experiences.
∎ Documentation & Reporting
∎ Ensure proper documentation of project resources is upheld: distribution plans, beneficiary lists, voucher requisition, distribution reports, working with all stakeholders.
∎ Prepare timely and accurate periodic report as required by donors, concern worldwide and SAJIDA Foundation.
∎ File all contacts and agreements with communities.
∎ Ensure advocacy activities on integration of health and nutrition interventions in urban primary health care system develop advocacy strategy, year-wise advocacy plan, implementation plan and work with municipalities, MOLGRD, MOHFW for achieving the objectives.
∎ Communicate with the community and other stakeholders the objective of the voucher transfer project.
∎ Monitoring, Evaluation and Reporting
∎ The Program Head is responsible for ensuring monitoring and evaluation of the project.
∎ Develop the monitoring and evaluation framework
∎ Conduct baseline, mid-term evaluation and final evaluation to demonstrate changes made by the project
∎ Ensure regular monitoring of the project to track progress
∎ Ensure regular project reporting is submitted to all stakeholders for review
∎ Advocacy
∎ Develop the Advocacy strategy with clearly defined advocacy issues, objectives and strategies in line with project proposal
∎ Engage all partners and stakeholders to implement the strategy
∎ Monitor the progress in achieving advocacy objective and take corrective measures
∎ Other Related Duties
∎ Monitor, Control and evaluate budget and actual expenditures on a monthly basis. Strictly adheres to SAJIDA Foundation financial policies, procedures etc.
∎ Attend periodic operational staff and other meeting at district and national level representing the organization.
∎ Networking with other NGO and key agencies in the project area to prevent duplication and enhance project quality, innovation and sustainability.
∎ Facilitate project meetings, calls and workshops with internal and external teams that drive decisions and actions.
∎ Develop Organizational Presence on Health Innovation
∎ Represent the Foundation externally and ensure that projects and wider system learning are communicated effectively.
∎ As an expert in innovation, the post holder will act as a central point of knowledge and expertise for others teams -helping to build capability and awareness across the organization
∎ Capacity Building of Associated Teams
∎ Coach and support organizations and frontline teams that we are working with, providing them with strategic advice and support to enable them to reach their full potential.

Additional Requirements:
∎ Minimum of 10 years' experience working in Health and Nutrition Sector, working experience in health financing, Universal Health Coverage (UHC)
∎ Experience of working on Urban Health, Nutrition and Health Voucher Scheme is preferred.
∎ Good theoretical and working knowledge of voucher management hierarchy.
∎ Experience and competence of working with high level policy makers of MoHFW, MoLGRD&C and other Ministries.
∎ Excellent organizational and planning skills and ability to resolve problems constructively.
