Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. Government through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The project provides strategic technical support and direct service delivery to strengthen Global Health Security (GHS), including outbreak preparedness and response; improve maternal and child health (MCH); and support health systems strengthening (HSS), with a strong focus on supply chain management. Epic is led by FHI 360 and implemented in partnership in seven districts of Bangladesh.
Position Summary
The Finance and Admin Manager will be responsible for ensuring sound financial management, administrative oversight, and compliance of the project in accordance with donor regulations, Government of Bangladesh requirements, and organizational policies. The position will oversee budgeting, accounting, procurement coordination, human resources administration, and internal controls to support efficient project implementation.

Education:
Master’s degree in Accounting, Finance, Business Administration, or a related field (CA/ACCA/CMA preferred).
Experience:
At Least 7- 10 Years

Master’s degree in Accounting, Finance, Business Administration, or a related field (CA/ACCA/CMA preferred).
Minimum 7–10 years of relevant experience in financial and administrative management of donor-funded projects.
Strong knowledge of USG and/or UN donor financial regulations and compliance requirements.
Proven experience in budgeting, financial reporting, audit management, and internal controls.
Strong analytical, organizational, and problem-solving skills.
Excellent written and verbal communication skills in English and Bangla.
Proficiency in MS Office applications (Word, Excel, Power Point, Email).
Willingness and ability to travel frequently within the district.
Motorcycle driving skill with valid driving license.

Preferred Experience
Experience managing finances for large-scale health or development projects.
Prior experience working with USG/UNICEF/WHO, or similar donors.
Experience supporting field offices and decentralized financial operations.
Familiarity with Government of Bangladesh financial and administrative regulations.
Experience working in emergency response or time-sensitive project environments.
Key Responsibilities
Financial Management & Compliance
Lead project budgeting, financial planning, expenditure tracking, and financial reporting in line with approved budgets and donor requirements.
Ensure compliance with USG/UN donor financial regulations, cost principles, and organizational financial policies.
Oversee preparation and submission of financial reports, burn rate analysis, and budget variance explanations.
Maintain accurate financial records, supporting documents, and audit-ready financial systems.
Support internal and external audits and ensure timely resolution of audit findings.
Administrative & Operational Management
Oversee administrative systems, office operations, logistics, and asset management.
Ensure effective procurement coordination in line with donor and organizational policies.
Manage project-level HR administration including staff contracts, payroll coordination, leave management, and personnel files.
Ensure compliance with safeguarding, PSEA, anti-fraud, and code of conduct policies.
Systems, Controls & Coordination
Establish and maintain strong internal controls to prevent fraud, waste, and misuse of funds.
Coordinate closely with project management, procurement, HR, and field teams to support smooth implementation.
Provide financial guidance to project staff to ensure cost-effective and compliant use of resources.
Support capacity strengthening of finance and admin staff at district and field levels.
