Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. Government through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The project provides strategic technical assistance and direct service delivery to strengthen Global Health Security (GHS), including outbreak preparedness and response; improve maternal and child health (MCH); and support health systems strengthening (HSS), with a strong focus on supply chain management.
Position Summary
The M&E Officer will be responsible for supporting the design, implementation, and use of the project’s monitoring, evaluation, accountability, and learning (MEAL) system. The position ensures timely collection, quality assurance, analysis, and reporting of data to track project performance, support adaptive management, and meet donor reporting requirements.
Requirements
Education:
Bachelor’s degree in Statistics, Economics, Social Sciences, Public Health, Development Studies, Anthropology or a related field (Master’s degree preferred).
Experience:
At Least 3- 5 Years

Required Qualifications
Bachelor’s degree in Statistics, Economics, Social Sciences, Public Health, Development Studies, Anthropology or a related field (Master’s degree preferred).
Minimum 3–5 years of relevant experience in monitoring and evaluation of development or health programs.
Strong knowledge of M&E concepts, indicator tracking, and data collection methodologies.
Experience using digital data collection tools and databases (e.g., Excel, Kobo, ODK, DHIS2 or similar).
Strong analytical and report-writing skills in English and Bangla.
Proficiency in MS Office applications (Word, Excel, Power Point, Email).
Willingness to travel regularly to field locations.
Motorcycle driving skill with valid driving license.

Preferred Experience
Experience working with USG/UNICEF-, or other donor-funded projects.
Experience in MNCHN, global health security, EMCE, IPC, or community-based programs.
Familiarity with donor reporting frameworks, log frames, and results-based management.
Experience supporting evaluations, learning agendas/ documentation, or accountability mechanisms.
Knowledge of National Health MIS ( e.g DHIS-2) and its reporting systems
Key Responsibilities
Monitoring, Data Management & Reporting
Support implementation of the project M&E framework, performance indicators, and data collection tools.
Collect, compile, clean, and validate quantitative and qualitative data from field activities.
Maintain project databases and ensure timely entry, storage, and retrieval of data.
Support preparation of monthly, quarterly, and annual M&E reports for donors and management.
Conduct routine data quality assessments (DQAs) and verification visits.
Field Monitoring & Learning
Conduct regular field visits to monitor activity implementation, verify results, and provide feedback to field teams.
Support documentation of best practices, success stories, lessons learned, and case studies.
Assist in organizing review meetings, reflection sessions, and learning events at upazila and district levels.
Provide technical support on HMIS data use at district or sub-district level for adaptive planning and decision-making.
Systems, Compliance & Coordination
Ensure M&E activities comply with donor requirements, data protection standards, and organizational policies.
Coordinate with technical, field, and finance teams to ensure alignment between program implementation and reported results.
Support any project level assessment planned (e.g. Facility Readiness Assessment)
