Job Context:
∎ Samaj Kallayan O Unnayan Shangstha (SKUS) envisions a peaceful, prosperous and poverty-free society that ensures everyone`s basic needs and rights. SKUS has since the 2017 Rohingya refugee influx worked in Cox`s Bazar district with children and adolescents. SKUS works to provide access to learning opportunities in a safe and protective environment, offer quality teaching/learning and increase refugee/host community participation and engagement in children`s education. Based on children`s and adolescents` rights, SKUS has established quality learning and protection centers with support from different international donors, including UN agencies. SKUS has an agreement with UNICEF for the project of Phase III- Provision of Basic Education Programme for Rohingya Children aged 3-14 years in Cox`s Bazar district based on Learning Competency Framework Approach (LCFA) in Rohingya Camp in Ukhia Upazila under Cox`s Bazar District. SKUS is looking for a suitable candidate for the immediate appointment of Program Focal for the project as mentioned above, supported by UNICEF.

∎ Purpose of the Job : Under the guidance of the Chief Executive / Program Director, the Program Focal is responsible for the project implementation as per approved PD, budget and Log frame, Development of a project planning, SOP and monitoring strategy , Strategic direction for an appropriate implementation of the project, verification of compliance and Ensure the project achieves its outcome and output as identified in the approved PD
∎ The duration of the contact up to May 1,2022 (High possibility to extend)
Job Responsibilities:
∎ PD development, amendment and project implementation as per design compliance with HACT of UNICEF;
∎ Development of a project planning, SOP and monitoring strategy
∎ Overall responsibility for the project implementation as per approved PD, budget and Log frame
∎ Ensure the project achieves its outcome and output as identified in the approved PD
∎ Ensure all resources of the project are effectively planned and managed through-out the life of the project.
∎ Strategic direction for an appropriate implementation of the project, verification of compliance
∎ Identify problems and risks associated with the timely implementation of activities and suggest appropriate adjustments to activities.
∎ Advocacy and lobbying of higher government authorities, media professionals
∎ Coordination with various stakeholders, including donors, UN agencies, sectors, working group, public and local government representatives
∎ Manage project budget and other resources in line with approved plans and guidelines
∎ Guidance and supervision of the project management to ensure an impact-oriented implementation of the project activities
∎ Regularly attend sector/sub/working group meeting as a representative of SKUS;
∎ Analysis and identification of gaps and their correction with the support of other team members.
∎ Ensure necessary approval from authority to ensure timely project implementation;
∎ Coordination and reporting with UNICEF
∎ Compliance with the requirements and governmental regulations specified in the project contract
∎ Support of project management and other key persons in decision making processes
∎ Conflict management and maintenance of a clean and pleasant working environment in the project office;
∎ Liaison with donor agencies, relevant government official such as DC, RRRC, UNO, CiCs, Site Management Office;
∎ Instructing staff on how to ensure the quality of project documentation from the point of view of its usability also at municipal level.
∎ Development of organisational capacity of the project promoters to develop policies and procedures for the project
∎ Monitoring of project activities, supervision the activities of project staffs
∎ Evaluate activity progress and undertake the needful corrective actions
∎ Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project's targets.
Additional Requirements:
∎ Age 30 to 55 years
∎ Both males and females are allowed to apply
∎ At least 5 years of experience in education project implementation
∎ Proven technical knowledge and skills in the field of Education project management
∎ Sound experience of leading on the coordination and writing of donor report.
∎ Excellent knowledge of English and Bengali required (spoken and written)
∎ Prior experience working in emergency settings or insecure environments and proven ability to work as part of a diverse team.
∎ Highly developed relationship building, influencing, negotiating and inter-personal.
∎ Ability to analyze strategic trends and develop appropriate plans and responses to manage risks.
∎ Substantial experience of Programme Cycle Management, including the development and M&E systems, with strong knowledge and practical experience of applying PRA/Participatory Approaches
∎ Proven capacity to supervise, train, mentor and coach staff members
∎ Good communication skill both in written and spoken English
∎ PD development
∎ Proven experience UN agencies fund management especially supported by UNICEF
∎ Good knowledge on UN policies and compliance to project management
∎ Knowledge of the Inter-agency Network for Education in Emergency (INEE) Minimum Standards.
∎ Understanding the dynamics of children's education and curriculum in the Rohingya context.
∎ Previous experience in Education program in the Rohingya Response is highly desirable as well as sound knowledge of global guidelines of education
∎ A strong commitment to PSEA, code of conduct, child safeguarding, gender-sensitive, inclusive and humanitarian works
∎ Ability to work with the multi-disciplinary team
∎ Flexibility to adapt to new roles, tasks, and situations
∎ Motor Cycle driving license

Salary:
∎ Tk. 110000 - 129600 (Monthly)
∎ Salary negotiable based on qualification and experience within the range.
