B.Sc. in Engineering; or Master's degree in Economics / Statistics / Finance / Business Administration / Management / Procurement / Law or other relevant subjects from any recognised university.

Sound understanding of the principles and guidelines of the Public Procurement Act (PPA) 2006, the Public Procurement Rules (PPR) 2008 and the ADB Procurement Policy 2017, together with analytical capability in identifying and resolving procurement issues;

Proven experience with procurement under development-partner funded projects (ADB / World Bank / JICA or equivalent) will be given preference;

Excellent command of written and spoken English with strong report-writing and presentation skills;

Proficiency in computer applications (MS Office); familiarity with e-GP will be considered an added advantage;

Ability to work independently as well as in a multi-disciplinary team environment.

1.   Assist the Project authority in the overall procurement processing of the consulting firm;

2.   Assist in preparing the Request for Expression of Interest (REOI) and Request for Proposal (RFP) documents;

3.   Attend pre-proposal meetings and provide clarifications to prospective bidders/consultants;

4.   Provide input at the time of proposal evaluation and in the preparation of the Proposal Evaluation Report;

5.   Provide input on the preparation of the draft Contract Document;

6.   Provide input during contract management throughout the implementation period;

7.   Identify and help resolve procurement issues and advise the Project Director on procurement risk mitigation;

8.   Carry out any other procurement-related task assigned by the Project Director.
