Strong knowledge of procurement processes, supplier management, quotation analysis, negotiation, and contract administration.
Practical knowledge of procurement of training tools, equipment, machinery, construction materials, IT equipment, office supplies, and services will be preferred.
Experience in preparing comparative statements, purchase orders, work orders, procurement reports, and related documentation.
Good understanding of procurement compliance, internal controls, quality assurance, and audit requirements.
Strong negotiation, analytical, communication, coordination, and decision-making skills.
Excellent vendor and stakeholder management skills.
Proficiency in MS Office, particularly MS Excel, MS Word, and PowerPoint. Experience with ERP will be an added advantage.
Ability to manage multiple procurement activities simultaneously and work effectively under pressure.
Strong leadership and team management capabilities.
High level of integrity, accountability, confidentiality, and professionalism.
Willingness to travel to different BTTC branches, suppliers, project sites, and other locations as required.
Good command of Bangla and English, both written and spoken.
Physically and mentally fit to perform office and field-related responsibilities.
Develop and implement procurement plans, policies, procedures, and strategies in line with organizational requirements and management directives.
Manage the complete procurement cycle, including requisition, sourcing, quotation collection, evaluation, negotiation, purchase order, delivery, inspection, and payment coordination.
Source and maintain a reliable database of qualified suppliers, vendors, contractors, and service providers for training centers and office operations.
Obtain and evaluate quotations, compare prices and specifications, negotiate with suppliers, and ensure cost effective procurement decisions.
Ensure timely procurement of training tools, equipment, machinery, consumable materials, PPE, office supplies, furniture, IT equipment, and other required goods and services.
Coordinate with Training, Administration, Accounts & Finance, Store, and other departments to identify procurement requirements and ensure timely delivery.
Ensure that all procured materials and equipment meet approved specifications, quality standards, and project requirements.
Prepare and maintain comparative statements, purchase orders, work orders, supplier records, procurement files, and other relevant documentation.
Monitor supplier performance, delivery schedules, product quality, warranty, after-sales service, and contract compliance.
Develop and maintain strong relationships with local and international suppliers and service providers.
Conduct market surveys and regularly monitor market prices, availability, and supplier trends to ensure competitive procurement.
Ensure transparency, accountability, compliance, and proper documentation throughout the procurement process.
Support procurement activities for government, donor-funded, and skills development projects in accordance with applicable procurement guidelines and project requirements.
Coordinate with the Store/Inventory team to ensure proper receiving, inspection, recording, and handover of procured items.
Monitor procurement budgets and ensure purchases are made within approved budgets and delegated authority.
Identify procurement risks and take appropriate measures to minimize delays, quality issues, and unnecessary costs.
Prepare regular procurement reports, supplier performance reports, expenditure summaries, and other reports as required by management.
Supervise and guide procurement personnel and ensure efficient performance of the procurement function.
Perform any other duties assigned by the management.
