Education:

Academic Qualification

  • Bachelor of Business Administration (BBA), with a major in Finance, Accounting, or Management, or a Bachelor's degree in related fields such as Management, Business Law, or Economics

  • Professional certification in procurement Supply Chain Management (e.g., CIPS, CSCP, CPSM) or specialized training in Public Procurement Rules (PPR) and Contract Management will be preferred.

Professional Experience

Minimum 5 years of relevant professional experience.

Proficiency in SAP-based applications, specifically CoSoft (Contract Management) and ProSoft (Project / Process Management).

Other knowledge, additional competences

Proven ability to establish priorities, plan and coordinate tasks & work effectively under pressure

Planning, problem-solving and independent goal implementation knowledge.

Ability to work successfully in an intercultural environment.

A strong team player who can contribute effectively to group goals

Ability to work in an intercultural environment.

Excellent interpersonal and communication skills, both written and oral

Good working knowledge of IT, including MS Office Suite and other common computer applications.

Fluency in English and Bangla is essential



Responsibilities & Context:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

GIZ Bangladesh is currently seeking applications for the position of “Procurement and Contracting Specialist” under ‘Service Unit’ of GIZ Bangladesh.

Contract Duration: One year (with possibility of extension)

A. Responsibilities

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.

  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.

  • Advise supervisor on all task when implementing GIZ rules and regulation.

  • Advise supervisor in the field of project's planning, steering and monitoring.

  • Independently implement goals and requirements set by the line manager.

  • Make decisions which have a short-term effect within a limited project area/ unit.

  • Assist supervisor to identify day to day problem and suggest appropriate solution.

B. The position holder is responsible for the following tasks

  • Provide advisory support to projects related to procurement of material or services.

  • Advise projects in developing tender documents for the procurement of services.

  • Monitor supplier performance, following up orders, inspecting and assessing the quality of the supplied goods and services, and solving problems together with suppliers

  • Serve as the primary point of contact for project and program staff, providing regular updates on the status of procurement and customs clearance.

  • Manage all stages of the procurement process for services and works, including initiation, evaluation, negotiation, and awarding contracts, in line with defined thresholds.

  • Responsible for complete contract management including contract amendments in collaboration with Clusters / projects / programmes.

  • Maintain all relevant procurement records, documents and communication and e-filing

  • Prepare sponsorship agreements, financing agreements, and local subsidy documents in accordance with project requirements

  • Oversee all tendering activities, from preparation to final execution, while strictly adhering to GIZ's established guidelines.

  • Serve as a key point of contact for internal and external audits, ensuring all required documentation is submitted accurately and on time

  • Conduct periodic review the process and improvise the same in accordance with latest guidelines.

  • Coordinate actively with other colleagues in carrying out all laid down processes of Procurement department.

  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
