Experience:

Minimum MBBS with Master’s in Public Health or Master Degree in Social Sciences with Master’s in Public Health.

• At least 5 years
• The applicants should have experience in the following business area(s): NGO, Development Agency

• At least 05 years of experience in Public Health project specially in Health Governance including 2 years in leading managerial position in National and International Organizations, UN Agencies, Bilateral Organizations and national-level project planning, monitoring, evaluation related to TB, Malaria and HIV programs; Global Fund Grants implementation and oversight experience will be added value. Knowledge on epidemiological and programmatic indicators for, HIV, TB, Malaria and COVID-19 and key financial indicators

• Experience in project-level or state/national-level monitoring and evaluation system implementation.

• Familiarity with Global Fund CCM Policy and Oversight Function is desirable.

• In transition preparedness settings: familiarity with Global Fund transition-related processes and Global Fund’s sustainability, transition and co-financing guidance (desirable).

• Familiarity with country’s health system structures.

• Familiarity with epidemiologic indicators for HIV, TB and malaria and financial indicators.

• Experience working in a multi-stakeholder governance environment.

Contract Duration: 31st December 2025 (which might be extended but depending on the GF allocation of budget for salary & benefits against this position)

Contract Type: Contract with BCCM.

Reporting to: BCCM Coordinator and BCCM Oversight Committee Chair.

A. Overview:

Oversight is a key function of the Country Coordinating Mechanism (CCM), focusing on the essential financial, programmatic and management aspects of the grant portfolio. Global Fund supported interventions contribute to the broader national health response via an enhanced use of strategic information and a risk management approach. The CCM Secretariat (particularly through the oversight officer) plays a key support role for this function, which ranges from facilitating logistical arrangements and coordination with the oversight committee to information synthesis and analysis. This document can be used when an oversight officer is part of the staff of the CCM Secretariat or in cases where an Executive Secretary is directly supporting the implementation of oversight activities for the CCM. The document also considers specific tasks for countries currently preparing for or already going through transition-related processes.

B. Objectives of the position

Facilitate and support analytical data-driven discussions and decision-making.

Provide support to oversight planning and implementation.

Provide technical and administrative support to the CCM oversight committee.

Oversight Officer will be paid a consolidated amount of gross salary of BDT 150,000/- (One Hundred Fifty Thousand Taka Only) per month. (Tax Included)
