Job Responsibilities:
∎ This position is mainly responsible and will focus on major technical aspects, such as Geographic Information System (GIS) and Monitoring, Evaluation, and Learning (MEL). As GIS and MEL specialist, s/he will primarily be responsible for all sorts of designing, innovation, and execution of integrated online-based GIS, MIS, MEL, and CLA systems and demystifying information management systems and visualization. S/he is responsible for developing GIS and GPS-based monitoring systems and overseeing its implication. S/he should be conversant in both GIS and GPS tools and techniques based on program requirements with respect to data gathering, validation, consistency checking, and timely reporting and lead the spatial analysis of attributes and visualize the changes/situations.
∎ The incumbent will ensure an efficient and effective MEL system in place for the MPDS project. S/he will support developing the MEAL plan and PMP with appropriate tools, techniques, and indicators and is responsible for tracking MPDS project performance indicators, developing a detailed indicator reference sheet for PMP indicators, supporting organizing the annual MEAL planning workshop, and organizing regular coordination meetings with partners M&E/ MEL staff. This person will also be responsible for developing appropriate MEL tools and techniques, data management, updating the MEL database and analyzing and reporting on MEL data at key intervals, and sharing results in program review meetings with staff and partners. Developing and updating indicator Performance Tracking Tools (IPTT) on an annual basis and on quality benchmarks, accountability, learning, and knowledge management mechanisms is also one of the many responsibilities of this position along with supervising detailed steps to ensure data is accurate, reliable, timely, complete, and precise in compliance with USAID policies.

Additional Requirements:
∎ At least 3 years of experience working in the areas of MEL and GIS, preferably in development or construction projects.
∎ Proven track record in developing, implementing, and reviewing MEL /GIS systems/strategies at the sector level.
∎ Experience in conducting and/or commissioning evaluation studies.
∎ Knowledge of Arc GIS/Arc view/QGIS. designing, developing, administering, and security of large-scale database systems in SQL Server or Oracle as well as any working experience with USAID projects will be an advantage.
∎ Proficient in computer operation, particularly in SPSS, MS Excel, MS Access, and MS PowerPoint.
∎ Excellent English and Bangla spoken and written skills, strong analytical skills.
