Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox`s Bazar, and a support/liaison office in Dhaka.
∎ POSITION PROFILE: The Coordinator provides core support to the Platform and manages the Secretariat with the objective of advancing Platform initiatives and activities, developing common positioning on key humanitarian issues, representing members internally and externally, and furthering advocacy with key donors, UN agencies and Government Representatives. The Coordinator works in close collaboration with the Steering Committee.

Job Responsibilities:
∎ The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
∎ Management of the NGO Platform
∎ Custodian of the NGO Platform Statutes of Operation and its key functions agreed with NGO Platform members and the Steering Committee
∎ Direct line management of the National Coordinator, Advocacy & Policy Coordinator, IM Officer
∎ Financial control, fundraising responsibility and donor liaison
∎ Effective cooperation with all relevant NGOs, UN, Government and donor coordination groups
∎ Ensuring coherent understanding of the Platform amongst various stakeholders (NGOs, UN, Government, donors)
∎ Representation and leadership
∎ Facilitation of NGOs to develop a voice and stand on issues affecting local, national and international NGOs working in the Response
∎ Representation of Platform members at key fora with UN, Donors, Government Representatives, regional bodies and further afield as requested by the membership
∎ Maintaining good relations with the Inter-Sector Coordination Group Senior Coordinator, UN Resident Coordinator, Strategic Executive Group, Heads of Sub-office Group, Government representatives (NGO Affairs Bureau, Deputy Commissioner's Office, RRRC, etc.) and other external actors
∎ Coordination
∎ Facilitatation of a stronger, more unified and better articulated voice for members through effective consultation and leadership
∎ Ensuring transparent nomination of NGO members to decision-making bodies including the SEG and the HOSOG
∎ Promoting partnership strategies between International, National and Local NGOs and mobilising support to build a partnership approach for the overall response, including fundraising for and contracting consultants to further the work on this
∎ First point of contact for members and external stakeholders on issues of relevance to NGOs working in the Response
∎ Responding in a timely manner to all queries received regarding the Platform's activities, including induction for new members, or new staff of a member agency
∎ Upholding close and regular consultation with members with the objective to identify common concerns and facilitating a strong NGO voice
∎ Bringing issues to the attention of the membership and bringing NGOs together around thematic or geographical issues
∎ Organising and chairing regular Platform meetings in collaboration with the Steering Committee
∎ Overseeing Platform thematic working groups and providing overall leadership
∎ Identifying action points after each meeting and following up with the concerned parties to ensure that action is taken
∎ Balancing power dynamics within the Platform membership and ensure that all constituencies are represented adequately
∎ Identifying and overseeing capacity building initiatives prioritized by members and facilitated by the NGO Platform Secretariat
∎ Advocacy
∎ Lead in negotiations with key stakeholders on key issues directly affecting refugees, host communities and NGO work in the Response with the support of Advocacy & Policy Coordinator, including ensuring the development of key messages and advocacy related publications
∎ Support development of an advocacy strategy for the NGO Platform in collaboration with the Advocacy & Policy Coordinator, Steering Committee, advocacy working group and members
∎ Strong cooperation with external stakeholders and regional/international NGO fora (including ICVA Asia, InterAction, Myanmar INGO Forum)
∎ Staying informed on key national, regional and international developments regarding issues pertinent to Rohingya response, adequately informing the leadership
∎ Information management
∎ Ensuring relevant information is shared with the NGO community - the Coordinator is responsible for the correctness of information shared, upholding the principle of neutrality in all correspondence
∎ Identification and oversight of the production of relevant pieces of information and products for circulation to the membership.
Additional Requirements:
∎ Minimum three years' experience at senior management level in NGO humanitarian response, six years' total experience in humanitarian response
∎ Experienced with conflict related displacement and refugee situations
∎ Experience with both IASC cluster system and refugee coordination model
∎ Good communicator and proven diplomacy with all types of stakeholders
∎ Proven commitment to accountable practices and humanitarian principles
∎ Experience in donor liaison, fundraising and networking
