Job Responsibilities:
∎ Under the direct supervision of the Migration Health Programme Manager, overall supervision of the Head of Humanitarian Assistance and Operations and in close coordination with the relevant units in IOM Cox's Bazar, the candidate will be responsible and accountable for day-to-day implementation of IOM's project in Cox's Bazar.
∎ Represent IOM's health unit within humanitarian coordinating mechanisms working on Rohingya refugee crisis in Cox's Bazar, such as the Health Cluster/Sector, the Inter Sector Coordination Group (ISCG), Nutrition Sector, and other sub-sector groups.
∎ Update health partners on the situation, refugee movements, site development and management to ensure humanitarian health assistance to the target population.
∎ Coordinate with government stakeholders such as the Ministry of Health, Cox's Bazar Civil Surgeon, Department Refugee, Repatriation and Resettlement Commissioner (RRRC) and the Camp In-charge (CIC) in the settlements for improving access to health facilities.
∎ Assist in the planning, monitoring and evaluation of programmatic, administrative and operational activities of the emergency health projects in Cox's Bazar.
∎ Support resource mobilization through the identification of new programme/ project opportunities consistent with IOM's mandate in Cox's Bazar, this includes humanitarian proposals such as Humanitarian Response Plans (HRP), CERF Proposals and other donor proposals for the health programme.
∎ Support the development of and provide technical advice for guidance tools such as Health Service Mapping for Facilities and Referrals, Standardize Service Package, Response Plan for Outbreak (diarrhea and diphtheria etc.), Standard Operating Procedures (SOP) for Medical Teams, etc.
∎ Prepare periodic reports for the donor on programme delivery, including interim and final reports to donors in coordination with International Non-Government Organizations working on health and nutrition
∎ Maintain close collaboration with relevant stakeholders such as Government, UN agencies, INGOs and other relevant NGO partners.
∎ Contribute in the staff development and capacity building of stakeholders including government, LNGO and other Humanitarian agencies in Cox's Bazar.
∎ Undertake duty travel related to programme assessment, liaison with counterparts such as donors, problem solving and new programme developments, as required;
∎ Perform any other tasks that may be assigned by the supervisor.
Additional Requirements:
∎ At least 5 years of experience or 3 years for candidates holding Master degree, including significant background with project management, budget drafting, research, report writing, liaison with governments and international agencies
∎ Experience in evaluating health programmes and protocols
∎ Operational and field experience in health-related issues of migrated and/or displaced persons, programme development, migration health, including conceptualization, analysis and implementation of programme; International public health and resource mobilization;
∎ Knowledge of structures and function of national and international health agencies, donors and organizations
∎ Previous experience in international organization is an advantage
