• Bachelor’s or Master’s degree in Statistics, Social Sciences, Development Studies, Education, Information Management or another relevant discipline from a recognised university.

• Minimum 3 years of relevant professional experience in Monitoring & Evaluation, MEAL, information management or programme monitoring, preferably in education, humanitarian or refugee-response programmes.

• Strong knowledge of monitoring frameworks, indicators and data-quality processes.

• Good analytical and problem-solving skills.

• Strong proficiency in MS Excel.

• Experience with KoboToolbox or equivalent digital data-collection/information-management platforms is desirable.

• Ability to analyse quantitative and qualitative information and present findings clearly.

• Understanding of accountability, safeguarding and confidentiality in data management.

• Strong report-writing and communication skills in Bangla and English.

• Ability and willingness to conduct regular field monitoring.

• Experience working with education/learner data and within the Rohingya response will be an advantage.

Job Context

The Educate Rohingya Children Programme (ERCP) is a structured, culturally aligned humanitarian education initiative designed to address long-term education challenges affecting Rohingya communities experiencing displacement and educational deprivation. ERCP is the implementation programme through which the Rohingya Education System (RES) is intended to be delivered, strengthened and expanded. The programme promotes safe, inclusive and structured learning opportunities through literacy, numeracy, foundational learning, life skills, digital skills and clearly defined education pathways, with emphasis on equal access, community participation, teacher development, safeguarding, progression and future self-reliance.

The Monitoring Officer will be responsible for routine programme monitoring, data management, learner-progress tracking, accountability and evidence generation under ERCP. The position will support programme management and quality assurance by establishing reliable systems for monitoring access, enrolment, attendance, participation, learner progression, learning outcomes, inclusion, programme quality and implementation performance.

REPORTS TO: Programme Director

SECTOR: Education / Humanitarian Education

Job Responsibilities

• Develop and maintain practical programme monitoring frameworks, tools, indicators, databases and reporting mechanisms aligned with ERCP objectives.

• Establish systematic processes for routine data collection, verification, analysis, storage and reporting and maintain indicator-tracking mechanisms and monitoring schedules.

• Coordinate and/or support programme baseline assessments and learner evaluations.

• Establish systems for monitoring learner enrolment, attendance, retention, participation, progression and outcomes.

• Analyse attendance and participation trends, identify potential barriers to learning and monitor participation of girls and boys.

• Track learner progress against applicable learning standards and pathways.

• Support recording and analysis of continuous assessments, classroom-based evaluations and structured examinations where applicable.

• Analyse learning outcomes and identify learners or programme areas requiring additional support and track transitions between learning levels/pathways.

• Conduct regular monitoring visits to programme-supported learning centres.

• Monitor relevant curriculum standards, learning standards, teacher-support activities and programme implementation and provide evidence-based recommendations.

• Integrate safeguarding-related monitoring requirements, monitor safe and inclusive learning environments, and ensure concerns are handled through established referral procedures.

• Support community-feedback and accountability mechanisms and analyse feedback from learners, parents/families and community representatives.

• Conduct regular data-quality assessments and verification checks and facilitate correction of incomplete, inconsistent or inaccurate records.

• Maintain accurate and appropriately protected learner and programme monitoring databases.

• Support responsible use of digital systems for learner records, education management and programme-quality monitoring.

• Analyse quantitative and qualitative programme data and translate findings into useful management information.

• Prepare periodic monitoring reports, analytical summaries, dashboards and progress updates and provide verified data for programme reports.

• Document achievements, implementation gaps, lessons learned and recommendations and support evidence-based continuous improvement.

• Support periodic reviews and evaluation activities and capture lessons from pilot implementation to inform programme expansion and long-term development.

• Work collaboratively with the Project Manager, Finance & Admin Officer, teachers and other relevant programme personnel while reporting to the Programme Director.

• Perform other monitoring-related duties assigned by the Programme Director consistent with the scope of the position.

• Salary: BDT 35,000 per month.
