Experience:
The applicant should have the following educational qualifications, skills and knowledge:
Bachelor’s degree in Statistics, Public Health, Social Sciences, Development Studies, Demography, Economics, or a related discipline from a recognized university.
Master’s degree in Public Health (MPH), Statistics, Development Studies, or Monitoring & evaluation will be considered an advantage.
• Minimum 3–5 years of professional experience in monitoring, evaluation, or data management roles within public health or development projects.
• Practical experience working with donor-funded projects (preferably USAID-, FHI 360-, UNICEF-, or WHO-supported).
• Strong understanding of MEAL concepts, including indicator tracking, data quality assurance, routine monitoring, and reporting.
• Experience in collecting, cleaning, analyzing, and presenting quantitative and qualitative data.
• Familiarity with HMIS, IEDCR reporting systems, and health facility data sources will be an advantage.
• Proficiency in MS Excel and working knowledge of MS Word and PowerPoint; experience with digital data collection tools is an asset.
• Ability to produce clear, accurate, and timely reports in English; fluency in Bangla required for field coordination.
• Strong attention to detail, analytical skills, and ability to meet deadlines under pressure.
• Willingness to travel frequently within project districts and to remote or hard-to-reach areas.
• Knowledge and commitment to data confidentiality, safeguarding, and ethical data collection practices.
Authorities: The Monitoring Officer will report directly to the Regional Manager and will work under the technical guidance and in coordination with FHI 360/EpiC monitoring requirements.
Key Relationship:
The Monitoring Officer will maintain close working relationships with the Regional Manager, District Managers, Technical Experts, Upazila Coordinators and Facilitators for routine data collection and verification; Civil Surgeon’s Offices and health facility staff for access to service and facility data; IEDCR and PHEOC focal persons for surveillance and emergency preparedness data; DASCOH HQ program teams for reporting and data quality assurance; and FHI 360/EpiC monitoring expert for compliance with donor reporting standards.
Introduction
DASCOH Foundation is a non-government and non-profitable organization. Utilizing local knowledge of the people at grass root and available resources at local level, DASCOH has put forward an alternative participatory development process. It has developed a professional workforce with flexible decision-making capacity. DASCOH is using supportive supervision & coaching method to develop human capital and thus helping to develop the capacity of local government institutions, which is reflected in the project planning and management with local government, private sector, donors and the community. Currently, it operates several projects, covering the thematic areas of health, climate adaptation, human rights, quality education, livelihood improvement, etc. mainly covering Rajshahi division but all over the country. Several projects are ongoing in the thematic areas and information technology support are required for innovation, monitoring, analysis and showcasing good practices and achievements. Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project funded by the U.S. Department of State and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to strengthen Global Health Security (GHS), including outbreak response; improve maternal and child health (MCH), and promote health systems strengthening (HSS) including supply chain management. EpiC is led by FHI 360 with it’s implementation partners including DASCOH working in seven districts of Bangladesh. Under the EpiC project, DASCOH will be implementing interventions to strengthen global health security, outbreak preparedness, MNCHN service continuity, and community engagement in Natore and Naogaon districts.
Purpose of the position
DASCOH is application from qualified individual for the role of Monitoring Officer who will be responsible for supporting systematic monitoring, data collection, analysis, and reporting of the EpiC project to ensure accurate tracking of activities, outputs, and results related to global health security, outbreak preparedness, MNCHN service continuity, IPC/WASH, and community engagement, in line with organizational and donor requirements.
Objective of the mandate:
The objectives of the project execution mandate are:
• Ensure systematic monitoring, verification, and reporting of project activities and results in line with the EpiC results framework and donor requirements.
• Support evidence-based decision-making by generating accurate, timely, and reliable data related to global health security, outbreak preparedness, MNCHN service continuity, IPC/WASH, and community engagement.
• Strengthen field-level data quality, documentation, and accountability through routine monitoring, supervision, and data review processes.
• Support learning, adaptive management, and performance improvement through regular analysis and feedback to project teams and management.
Function:
In more concrete terms the mandate includes;
• Support implementation of the MEAL system for the EpiC project in line with FHI 360 and US state guidelines.
• Collect, verify, and compile routine monitoring data from districts and upazilas using approved tools, formats, and indicator definitions.
• Ensure data quality assurance (DQA) through routine data verification, spot checks, and consistency reviews at facility and community level.
• Maintain and update project databases, indicator tracking sheets, and reporting dashboards.
• Support analysis of DHIS2, HMIS, IEDCR, facility, and community feedback data to track progress, trends, and gaps.
• Assist district and upazila teams in proper documentation of activities, outputs, and participant records.
• Contribute to preparation of monthly, quarterly, and ad hoc reports, ensuring technical accuracy and compliance with donor formats.
• Support supervision visits, assessments, and review meetings by providing monitoring tools, data summaries, and findings.
• Promote ethical data collection practices, including confidentiality, safeguarding, and responsible data use.
Output:
• Accurate and complete monitoring data collected and compiled on a regular basis.
• Monthly and quarterly monitoring reports prepared and submitted on time.
• Data quality issues identified and addressed through verification and corrective actions.
• Updated indicator tracking sheets and databases maintained throughout the project period.
• Analytical summaries produced highlighting progress, trends, gaps, and recommendations.
• Field teams supported to improve data recording, reporting, and documentation practices.
• Evidence generated to support program review, learning, and adaptive management.
• Ethical and safeguarding-compliant data collection ensured across all monitoring activities.

Compensation
Mobile bill, Tour allowance, and 2 weekly holidays.
2.25 festival bonus
Working Condition: The Monitoring Officer will work in Natore or Naogoan district and maintain functional linkage with HQ and Donor
Working Time: Sunday to Thursday; 40 hours in a week; (08:30 am to 05:00 pm with half an hour lunch and prayer break)
Duty station: Natore or Naogoan but required visit different part of the districts, to HQ, Dhaka office and other area as required
Duration of the mandate: 8 months
