  • Age At most 40 years
  • 5 years of experience in relevant field (particularly in monitoring) with progressively increasing responsibilities and duties in programs focused on organizational development in the Bangladeshi context along with proven experience managing operational components on large, complex donor-funded projects.
  • Knowledge on M&E and project management is mandatory.
  • Knowledge on Climate Change and Climate Resilient Intervention, Adaptation, Mitigation and Resilience and Project Monitoring is mandatory.
  • Leadership and communication skills to manage across teams in challenging contexts, strong interpersonal skills to work cooperatively with teams, local counterparts, donors, and other stakeholders to achieve results.
  • Fluency in Bangla and working written and oral proficiency in English are required.
  • Competent and dedicated staff that can be reached for feedback.
  • Excellent communication, networking and analytic writing skills.
  • Computer Literacy with capacity of communication through digital means.
  • Team building and leading capacity and ability to work under pressure and meet the deadline.
  • The applicant should have a brief knowledge and practice on child safeguarding, Gender responsiveness, environmental safeguarding and conflict transformative management. 


Responsibilities & Context:

DASCOH is seeking applications from qualified individual for the role of Monitoring Officer for its “Strengthening Climate-Vulnerable Urban Communities for Resilience and Gender-Inclusive Sustainable Development” project which aims to monitor the project activities as per plan defined in the proposal and technical assistance to the implementation team to provide an effective implementation methodology. The incumbent will support the organization by coordinating the field implementation of the project in coordination with the head office management, donors, partners and other stakeholders. S/he will be responsible for ensuring the operational effectiveness and compliant implementation of activities. S/he will provide a broad range of project management, operations, and technical support to the project as well in monitoring perspective.

Objective of the mandate:

The objectives of the project execution mandate are:

Monitor the project activities with efficiency during project execution in collaboration with project management, headquarters and donors.

Prepare, generate and maintain accurate records, reports, and promote compliance understanding among the team.

Analyze project data, identify challenges, and implement suitable planed interventions and participate in assessing climate risks and local planning.

Maintain close communication with local authorities and support their activity planning.

Deliver regular reports, documentation, and communication as needed.

Ensure team member safety, act as a safeguarding resource, and enforce policies and follow procedure.

Functions:

In more concrete terms the mandate includes:

Monitor project team for efficient execution and collaborate with head quarter and Donor.

Prepare, generate and maintain accurate compliance records and reports along with promote understanding of compliance responsibilities and expectations amongst team members.

Implementation of different project interventions in the project area based on local suitability and evaluation of the intervention in contrast of climate change impact point of view.

Review the project plan, log frame regularly and track the progress.

Implement suitable climate adaptive and mitigative interventions.

Prepare quarterly and annual progress report and related documents for donor and other authority as and when required.

Verify work process in field execution and feedback on quality compliance. 

Ensure close communication and collaboration with local government and administration and support activity planning on the related authorities.

Undertake regular monitoring visit to the project area and ensure compliance with project, HQ and Donor compliance effectively.

Monitor gender inclusiveness in project intervention and report to the authorities.

Monitor ESS&G framework in project implementation.

Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals of safeguarding implementation.

Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
