∎ ETI Bangladesh Ltd is a fully owned subsidiary of ETI UK established with the aim of designing and delivering programmes and activities in Bangladesh to achieve ETI`s global vision and strategy. As part of that vision ETI Bangladesh works closely with local representatives from the ETI membership to put in place solutions that benefit workers in their supply chains. Given the size and importance of the ready-made garment (RMG) industry in Bangladesh, a specific focus has been placed on this sector.

∎ Poor working conditions often result from a wide range of political, social, and economic factors and many of these challenges are too widespread and complex for individual companies and other stakeholders to tackle on their own. ETI Bangladesh therefore seeks to act as a conveyor bringing together RMG stakeholders around key issues that need joint approaches. ETI Bangladesh also provides practical onsite support to suppliers nominated by ETI`s corporate members - activities include a comprehensive social dialogue programme which has so far reached 77 workplaces and

∎ impacted 169,000 workers directly and indirectly as well as a newly initiated gender-sensitive workplace programme working to promote and support Sexual Harassment Complaints Committees. During a 12-month period the organization has also provided Occupational Health & Safety support as a response to the Covid-19 crisis including training, bespoke advice, and access to basic PPE to 20 factories. ETI has recently started extending its activities at national levels engaging with multi-stakeholders to promote a culture of dialogue on a broad-based scale.

∎ Report to: Programme Manager Bangladesh but will be closely working with the relevant team members from ETI Secretariate, UK.

∎ Job Statement: The Monitoring, Evaluation and Learning Specialist will lead the planning, designing and implementing all aspects of the ETI Bangladesh monitoring, evaluation, learning and dissemination strategy.

∎ Main Purpose: To lead the development and implementation of ETI Bangladesh`s monitoring, evaluation and learning strategy to ensure programme quality and effectiveness and demonstrate impacts. To facilitate ethical trade knowledge sharing and learning across ETI member organisations and other key

Job Responsibilities:
∎ In consultation with Country Manager, Programme Manager and Secretariat; develop and improve ETI Bangladesh Monitoring, Evaluation & Learning systems, continuously review their efficacy and make adaptations, as needed.
∎ To lead on the implementation of a Monitoring, Evaluation and Learning Strategy to ensure that ETI Bangladesh can demonstrate progress against its Strategy with a credible and robust evidence base. It also includes the development and implementation of project and or Programme-based Monitoring, Evaluation and Learning framework.
∎ To build a credible and robust evidence base for the delivery of ETI Bangladesh strategic priorities and other programmes. This includes ensuring that all significant initiatives are well-designed, based on evidence or a theory of change, have established baselines and appropriate systems for collecting, monitoring, and analyzing data and information. Play a catalytic role in the organization to enable capturing lesson/learning and sharing of good practice.
∎ Work closely with the respective component leads, project or programme leads of ETI Bangladesh to provide support, practical guidance and advice to identify clear goals and measurable outcomes; monitor progress, evaluate impact and distil learning from ETI Bangladesh programmes, events, initiatives and other work streams.
∎ To contribute to the global body of knowledge on ethical trade through documentation of evidence from ETI Bangladesh programme and initiatives, build a repository of lessons, successes/failures and analysis of what works and why. Contribute to the development of case studies,reports and policy papers to enable shared understanding of what 'good' corporate behaviour looks like.
∎ To promote and support knowledge sharing and learning among ETI Bangladesh stakeholders by convening forums/platforms; organizing events or presenting at conferences or workshops and other knowledge sharing forums, as relevant.
∎ To contribute toward preparing overarching reports for donors and other key stakeholders under different projects and programmes.
∎ To manage the design, commissioning and delivery of independent evaluations and impact assessments of the ETI Bangladesh programmes and initiatives.
∎ To design and implement capacity-building initiatives for programme staff members to ensure that the relevant and robust qualitative and quantitative data are gathered, stored and analyzed to produce timely progress report as required by the respective donors and stakeholders.
∎ To contribute to the development of new projects/programmes including the design of project/programme specific result framework.
∎ May also be expected at times to contribute to other areas of work based on availability and organization need.

Additional Requirements:
∎ Minimum seven to ten years' relevant work experience, preferably in international development, NGO and/or responsible business.
∎ Significant experience in a senior monitoring and evaluation role in an international development or global commercial organisation.
∎ Sound knowledge of best-practice monitoring and evaluation tools and frameworks, experience of implementing these and in training/coaching others in their use.
∎ Experience of carrying out, and commissioning research from third parties, to achieve specified outcomes.
∎ Experience of drafting and presenting complex information to a variety of audiences in a clear and accessible way.
∎ Proven experience in qualitative and quantitative data processing, analysis and interpretation using computer-based software namely SPSS, SAS, etc.
∎ Experience in managing online based data collection and data processing platform (SurveyCTO, Podio)
∎ Proven track record of building and nurturing relationships and influencing external stakeholder agendas.
∎ Practical knowledge of LFA approach, result based management, ToC and experience in planning, designing and implementing MEL framework and necessary tools for a complex programme/projects.
∎ Experience in producing quality report (English and Bengali), case study, success story and document on lesson learned and best practices.
∎ Sound understanding of labour rights and working conditions in global supply chains.
∎ Sound understanding of gender dimensions and diversity issues in relevant areas of work and ability to mainstream in organisational Monitoring, Evaluation and Learning systems.
∎ Excellent interpersonal skills for working with both internal and external stakeholders.
∎ High degree of self-control and self-motivation toward excellent deliverables and strong interest in sustainability issues and role of business in creating a just and sustainable world.
∎ Capacity to work and thrive in a growing, fast-paced, entrepreneurial organization with a collaborative environment.
