Educational Requirements:
∎ Master's degree in Social Sciences, Statistics, Economics, Public Policy, Development Studies in relevant fields + 3 Years work experience in MEAL
∎ Masters, Diplomas from abroad or Certification in M&E, IMS, PMP, PMD PRO, PRINCE2or related fields an added value.
Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox`s Bazar, and a main office in Dhaka.
∎ POSITION PROFILE: The Monitoring, Evaluation, Accountability and Learning (MEAL) Team Leader for DRC Country office in Bangladesh will coordinate the technical and operational planning and implementation of MEAL activities required to improve and maintain programmes` quality, and accountability. The MEAL Team Leader will ensure high programme quality over the course of project implementation as a part of Programme Quality Team. This includes, among other responsibilities: a) develop and review MEAL plans, reports and IPTTs, b) managing data collection tools and methodologies for sampling and monitoring of the MEAL officers, c) high-quality MEAL inputs for proposal, learning and building the capacity of both MEAL and project team , d) conduct data quality checks and data validation of IPTTs and process and outcome monitoring datasets e) review reports and data analysis prepared by MEAL officers.
∎ MEAL-TL will be responsible for process and outcome monitoring and will provide support to project teams for developing and coordinating output monitoring and database design and management. MEAL TL will also be responsible for the implementation of the MEAL strategies and global standards set by DRC; support mainstreaming MEAL throughout the PCM to reinforce quality programme management in the area of responsibility and ensure AGDM information support for the management.
