Job Context:
∎ Reportable to: The MEAL Officer will be directly reportable and accountable to the Project Coordinator of Gender Inclusive Pathways out of Poverty for Vulnerable Households in Cox`s Bazar (G-POP) Project.
∎ I. Job Summary: The MEAL officer is primarily responsible for establishing project M&E system and overseeing the function of M&E system. She/he will manage the information and reporting processes and to ensure the quality information and communication of the project activities and impact. He/ She will also play an important role in improving information management and data processing to strengthen the knowledge sharing and learning process of the project. He/ She will be the key responsible person for full-cycle monitoring and evaluation process of the G-POP project through developing appropriate methodologies and tools in association with M&E Manager of G-POP Project, WVB. In addition, the MEAL Officer will provide necessary support to the Project Coordinator in discharging various reports and maintain the staff compliance of the project.

Job Responsibilities:
∎ Duties and responsibilities: 1. Ensure effective monitoring and evaluation system for G-POP project
∎ 1.1 To lead development of overall framework for project MEAL systems, processes and product and ensure standard effectively and efficiently for strengthening M&E system and function in collaboration with Project Coordinator and the staff for evidence-based monitoring, data collection, reporting, baseline and evaluation to monitor project management plan including systematic documentation.
∎ 1.2 Capacity building of staff and community facilitators on the project monitoring and evaluation system and the monitoring tools of the project.
∎ 1.3 To produce quantitative and qualitative report in regular basis using monitoring data received from field and reports to line supervisor, inform management and relevant stakeholders for effective decision making.
∎ 1.4 Monitor the field activities regular basis with using necessary checklist or similar quality assessment tools and provide feedback and guidance towards the project management/staff for improving program quality as well project better performance.
∎ 1.5 Monitor inputs and consequences of inputs at certain interval for effective utilization of inputs trough conducting Ongoing Distribution Monitoring (ODM) and Post Distribution Monitoring (PDM).
∎ 1.6 Appraise staff performance in a systematic manner through collecting best practices from the field and developing the Most Significant Changes (MSC) story with the engagement of all project staff and community facilitators.
∎ 1.7 To lead in establishing accountability especially feedback and complain mechanism at projects in the field with the support of Project Coordinator.
∎ 1.8 Develop monitoring tools through consultation and work closely with WVB staff for G-POP Project.
∎ 1.9 To provide coordination support to Project Coordinator and to provide technical support to manage baseline and evaluation internally as well externally as appropriate in the field level.
∎ 1.10 Introduce participatory monitoring & evaluation system at the field level.
∎ 1.11 Synthesize and analyze M&E quantitative and qualitative data received, data entry and database prepare on a monthly periodical and project need basis.
∎ 1.12 Ensure that projects' MEAL systems and reporting clearly reflect the vision and mission Of RIC and World Vision contributions to the well-being of children, especially the most vulnerable communities.
∎ 1.13 Develop/maintain strong working relationships with relevant stakeholders, project participants/partners, and different service providers and at local and national level.
∎ 1.14 Monitor implementing Budget as set in the agreement and compliance with donor's requirements and signal any concern regarding budget management.
∎ 1.15 As per need for the project and priority activity of the field will provide support for implementing the activity based on the prior approval of the supervisor.
∎ 1.16 Planning and conduct regular field visits to collect data through focus-group discussions with UP beneficiaries and participants of the project.
∎ 1.17 Cooperate and provide necessary support and inputs to the MEAL sectors for ensuring qualitative and quantitative progress of the project.
∎ 1.18 Assist the Project Coordinator and others sectoral experts of the G-POP project in activities implementation including designing, rapid livelihoods assessments, producing management reports, meeting special requirement of WVB and donor, doing oversight, facilitate in training, and distribution of input and monitoring, documentation and knowledge management for the targeted beneficiaries of the project;
∎ 1.19 Any other assignment suggested from RIC & WVB authority.
∎ 2. Guidance the team in accordance of project principles:
∎ 2.1 Assist in team building and facilitate the sessions and discussions at different level.
∎ 2.2 Guide and facilitate the team in playing active role for system implementation in accordance to project principles.
∎ 3. Establish effective linkage and coordination with different stakeholders:
∎ 3.1 Maintain communication with all stakeholder relevant to project.
∎ 3.2 Maintain liaison with governmental officials as well as with donors in collaboration with project coordinator.
∎ 3.3 Maintain effective information flow among the staffs, organization as well as with WVB.
∎ 3.4 Coordinate with Govt. agencies especially with Department of Livestock (DOL), Department of Agriculture Extension (DAE) and other governmental and NGO officials to ensure service provision for target population.
∎ 3.5 Organize Monthly Coordination meeting.
∎ 3.6 Facilitates visits of external team to the project.
∎ 4. Prepare report and other documents in timely manner or as when required:
∎ 4.1 Generate project progress report stating major findings and observations on regular basis.
∎ 4.2 Synthesize monitoring report with the help of another sector officer.
∎ 4.3 Prepare report and submit monthly, quarterly and annually to adequately represent program achievements and to collect evidence for source to prepare report. you are compulsorily designated for preparing report.
∎ 4.4 Collect qualitative picture, case story and preserved for project visibility & authentication and Compile as per budget and activities implementation plan.
∎ 5. Additional Responsibilities:
∎ 5.1 Provide orientation & guidance towards the staff for better implementation of project activities at the field level.
∎ 5.2 Generate new and innovative ideas for effective implementation of project activities.
∎ 5.3 Organize training and seminar for staff in relation to project interventions exposure.
∎ 6. Role in Emergency:
∎ 6.1 As RIC is a humanitarian organization if any emergency situation arises in project working areas, MEAL Officer will compulsorily be designated for taking active participation in the response program of RIC and G-POP project as well on priority basis.
∎ 6.2 Maintaining close coordination and good relation with different key players of response programs and ensure organizational stance in different sectoral component of coordination under guidance of Project Coordinator.
