Job Context:
∎ The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator for Gender Based Violence Sector will be based in Ukhiya office to ensure the quality of the response operation through effective MEAL system development and implementation including process monitoring, data quality assurance, accountability initiatives, support baseline and evaluations, outcome studies, KAP Studies, compile lessons learnt collaboratively with Gender Based Violence Sector and other relevant stakeholders. The MEAL Coordinator will oversee and capacitate operations, partner and MEAL staff to ensure quality programing, development of and standardization of tools to be used during the course of the project. He/she must develop and update major MEAL document such as MEP, ITT, MIS, Beneficiaries Tracking as well as share MEAL monthly report. The MEAL Coordinator will also facilitate in development and implementation of the Accountability Framework in line with Accountability framework / plan in such a way that beneficiaries play the pivotal role in consultation and participation throughout the project. Additionally, the coordinator must capacitate the field and MEAL staff to develop an action plan and continuously collect lessons learning for adaptive project management. The MEAL Coordinator will ensure MEAL process and products including internal and external reporting are in line with World Vision, Donor and Partners MEAL guideline, policy and standards.
∎ Finally, S/he will ensure quality assurance of every projects and Gender Based Violence Sector from MEAL perspectives.

Job Responsibilities:
∎ To lead the development of project / sectoral M&E system, framework, processes and products and ensure alignment and compliance with WV, donors and partners effectively and efficiently for strengthening MEAL System and function.
∎ To lead in developing and establishing effective MEAL system including community led monitoring for the project.
∎ To take responsibility for coordination and leadership for monitoring, evaluation, accountability and learning of the project through ensuring effective use of data in decision-making initiatives from the lessons learned;
∎ To provide leadership and manage baseline and evaluation and any types study internally as well externally as appropriate.
∎ To conduct regular analysis of monitoring data and reports of project and inform management and relevant stakeholders for taking effective decision making.
∎ Oversee and execute a utilization –focused approach to M&E collecting performance indicators to support on-going decision-making, strategic project modification and understanding of the project’s impact on target populations.
∎ Coordinate with WV and sub-grantees technical staff on regular monitoring thru quality and output monitoring and annual surveys (if requires) to collect data on outcome indicators based on a representative statistical sample of program participants.
∎ To capture best practices for project Knowledge Management.
∎ To lead in conducting study/research and bring innovation in program design and monitoring
∎ To lead in establishing accountability especially feedback and complain mechanism at projects and partners.
∎ To conduct data auditing for ensuring quality of data to produce quality of MEAL products.
∎ To provide feedback in development of effective structure, practices and policies to strengthen MEAL capacity of project staff as well partners.
∎ To ensure effective information management system and ready to provide one stop services;
∎ To work closely with other team members of Cox’s Bazar Special Zone, cross-sectoral team and other relevant departments especially MEAL and GAM to perform M&E related activities.

∎ Advanced understanding of MEAL System and sound knowledge and skill in developing and establishing effective M&E system at project level. Essential
∎ Must have knowledge of various emergency response and development sectors and interventions such as Gender Based Violence, livelihoods Education, Protection, WASH etc. Essential

∎ Have skill in communicating with different stakeholders especially partner and donors. Essential

∎ Have clear understanding on Gender Based Violence, Child Protection. Preferred

∎ Minimum 5 years of experience working in ME field the similar field in NGO or INGO with special focus on grant project monitoring and evaluation in development context and humanitarian / emergency context. Essential
∎ At least 3 years’ experience in Leadership/ management position. Preferred
∎ World Vision experience.
∎ Cross cultural experience. Preferred
∎ Experience in mainstreaming new concepts into action initiatives. Preferred
∎ 25-50% field travel to the Camps / Host Communities are expected.
∎ Must be able to interact with diverse groups.
