Job Context:
∎ Location: Dhaka Based with frequent field visits
∎ The contract is annually renewable.
Job Responsibilities:
∎ Provide technical leadership in monitoring, evaluation and knowledge management of assigned projects
∎ Collaboratively design and develop project-specific Theories of Change (TOC) (activities, outputs and outcomes), results frameworks, and market-based results chains; make periodic revisions as required
∎ Develop SMART indicators and accompanying definitions; and establish targets for each
∎ Develop and ensure implementation of MRM with project technical and field teams
∎ Develop and implement systems for data collection, compilation and analysis in accordance with individual donor requirements and as per established MRM plan
∎ Lead the design and implementation of study/assessment plans, data collection and analysis tools and guidelines, training on assessments and data collection, developing reporting outlines & formats, developing process management tools & guidelines;
∎ Periodically provide analytical and narrative results reports on project impact/ outcomes, Key Performance Indicators (KPIs); develop and use data visualization dashboards for relaying information to management
∎ Conduct periodic data quality assessments on project data; Prepare and submit reports to program manager
∎ Lead capacity building of the programe team in study design, tool development, data collection, data collection supervision, data analysis, data quality control, data quality audits and reporting;
Additional Requirements:
∎ Minimum 5 years of experience in Monitoring and Results Measurement/ M&E in Market Systems Development programs;
∎ Proven, practical experience with market development approaches including Making Markets Work for the Poor (M4P) and value chain development, and monitoring methodologies such as the Donor Committee for Enterprise Development (DCED) Standard for Results Measurement (practical experience mandatory);
∎ Ability to use standard software for data management/analysis such as SPSS. Skills in using STATA and other advanced software for data analysis will be an added advantage;
∎ Ability to cohesively work with various team members, and the flexibility to adapt to different work conditions; and
∎ The role will require fieldwork in rural contexts as and when required and sometimes extended hours of work.
∎ Management and Programmatic Skills:
∎ Proven experience working on bilateral donor agency-funded programs (mandatory);
∎ Experience and familiarity with market-based approaches for development
∎ Experience managing junior-level MRM field staff (desirable)
∎ Familiarity with Donor Committee for Enterprise Development (DCED) standards for results measurement
∎ Experience working with the private sector, understanding trading relationships, and an ability to apply this experience in development initiatives;
∎ Personal Skills:
∎ Strong analytical and problem solving skills;
∎ Excellent interpersonal and leadership skills;
∎ Ability to work with multicultural, and multinational team members; flexibility to adapt to different work conditions; and
∎ Ability to interact and collaborate with a broad range of public and private sector and NGO partners.
∎ Physical and Language Skills:
∎ Ability to travel and undertake fieldwork in rural contexts;
∎ Written and oral communication skills in English, including the ability to present coherent and convincing messages to different audiences; and
∎ Strong computer skills in Microsoft Office Suite, email and the internet and Google Apps
∎ Other Information and Conditions:
∎ Represent iDE at external events and meetings as agreed with supervisor.
∎ Undertake any other additional tasks subject to workload and skill sets such as meetings, trainings and evaluations
