∎ About Nobo Jatra: Winrock International invites applications for the Monitoring and Evaluation Specialist under the Agriculture and Alternative Livelihoods component of the Nobo Jatra (New beginning) Program, being implemented in partnership with World Vision in Bangladesh and The World Food Program. The goal of the program is to improve gender equitable food security, nutrition and resilience of 856,116 vulnerable households in 40 Unions in four Upazilas- Shyamanagar, Kaliganj under Satkhira District, Koyra and Dacope under Khulna District, the Southwestern Coastal area of Bangladesh.
∎ Summary: The Monitoring and Evaluation Specialist will guide the field team to ensure quality implementation of agriculture and alternative livelihoods outputs and outcomes per donor requirements. This position will be responsible for ensuring proper implementation of the M&E plan, in coordination with World Vision Bangladesh (WVB). S/he will facilitate the qualitative and quantitative data collection process and ensure timely reporting of the data per the project design and USAID standards. This position is responsible for building the capacity of Upazila-based Winrock and partner staff. S/he will provide support for annual surveys, mid- term evaluation, and the final evaluation carried out at the DFSA-Nobo Jatra coordination office level.
Job Responsibilities:
∎ Manage the agriculture and alternative livelihoods component data and results with support from program technical staff and WVB for constant quality improvement through implementation;
∎ Lead the field team in implementing monitoring events as per the monitoring plan;
∎ Meet donor requirements through accurate, timely, and complete data reporting;
∎ Document learnings and best practices for use in the program and future program development;
∎ Support annual survey, mid-term evaluation and end of project evaluations;
∎ Implement and develop (as needed) monitoring tools;
∎ Lead monitoring activities of the component and quality reviews in consultation with partner Upazila Teams;
∎ Strengthen the M&E capacity across the project team and provide guidance to WI and partner NGOs;
∎ Track achievements of outputs and outcomes through routine monitoring activities and annual surveys;
∎ Work closely with upazila teams to conduct periodic surveys and small studies to ensure strategies and approaches are achieving component objectives;
∎ Understand and lead implementation of the core Performance Monitoring & Evaluation Plan (PMEP), DIP, and Indicator Performance Tracking Table (IPTT) and lead the team to prepare plans of action;
∎ Extract data from the project database to conduct analysis and report on any gaps to the WI technical team members as well as WVB M&E team;
∎ Guide the upazila Teams to ensure routine data collection;
∎ Analyze data and generate findings & recommendations to help the project team in quality implementation of interventions as per the project design;
∎ Share field visit observations and findings from the database in relevant meetings;
∎ Support WVB M&E team in updating Indicator Performance Tracking Table (IPTT) to track the performance of the agriculture and alternative livelihoods component;
∎ Document the most significant changes in the lives of target beneficiaries;
∎ Compile achievements and document those for sharing with team members and management;
∎ Document mid-term and end of project evaluation reports both in digital version and printed copy;
∎ Coordinate with and manage evaluation contracts and agreements (if applicable).
Additional Requirements:
∎ Minimum 5 years' practical experience in managing monitoring systems for donor-funded food security projects;
∎ Must have knowledge and skills of project implementation;
∎ Experience with USAID M&E and work on INGO projects of similar scale and complexity strongly preferred;
∎ Ability to work with partner organizations and USAID;
∎ Oral and written communication skills in English and Bangla;
∎ Ability to work on a team with different stakeholders;
∎ Ability to work under pressure and take on additional responsibilities;
∎ Basic computer literacy of Microsoft Office including Microsoft Word, Excel, Power Point, SPSS & other database programs;
∎ Proven skills in quantitative and narrative report writing.
