Experience:

Project Brief:
Since 2022, the organization has been implementing a vocational skill development program for Rohingya Refugees in Cox`s Bazar and Bhasan Char. The program, known as the UN Joint Programme for Skills Development (JPSD) or Improving Skills and Economic Opportunities in Cox`s Bazar (ISEC), aims to provide vocational training and improve economic prospects for the beneficiaries. The organization is responsible for delivering Level-1 vocational training in various fields including Concreter (CON), Solar (PV) System Installation and Maintenance (SM), Caregiving (CG), Small Engine Mechanic (SEM) and Bakery and Pastry Staff (BPS). Beneficiaries are selected based on prequalification criteria that consider the labor market needs in Myanmar and the camps. The project`s main objective is to empower refugees by equipping them with transferable skills that meet labor market demands in both Myanmar and the camp settings. This will support their potential return and integration into Myanmar and enable them to have productive lives in the camps. To achieve this, refugees are encouraged to engage in activities such as multi-sector endeavors, minor livelihood pursuits, community works, and utilizing their acquired skills. The Economic Mobility Pathways Pilot (EMPP) Programme has been launched during the last quarter of 2023, then it was known as Complementary Pathways Programme (CPP), which become known as the Language and ICT Training, aims to enhance labor mobility and empowerment of Rohingya refugee graduates who successfully complete the Level-1 certification course. According to the plan of UNHCR, competent graduates from all trades carefully selected through a rigorous and holistic assessment process will get the opportunity to get this additional course support from 2024. The initiative focuses on providing additional life skills training, including English language proficiency, `work ready` cultural orientation, and fundamental ICT skills. The project overall aims to provide skills development training, improve employability, increase labor mobility, and promote economic empowerment among Rohingya graduates.
Part I: Job Statement:
The Monitoring and Evaluation Officer (M&EO) will work under the guidance of the Senior Monitoring and Evaluation Officer (Sr. M&EO) and will primarily be responsible for supporting the monitoring and evaluation activities of the project. This role involves ensuring that program interventions are aligned with the outcomes as stated in the project result framework, conducting progress and process monitoring, and assisting in data collection including Kobo database management. The M&EO will also contribute to building the capacity of project staff in data collection processes.
Part II: Job Responsibilities and Tasks
A. Key Activities:
Collaborate with the Sr. M&EO, Skills Development Manager (SDM), Project Manager (PM), Vocational Training Specialist (VTS), Training Center In- Charge (TCiC), Assistant Trainer (AT), Vocational Supervisor (VS), Senior Officer-Job Placement (SO-JP), Officer-Skills (OS) and Mechanic/Technician to ensure the functionality of the monitoring and evaluation process.
Support in the preparation of the monitoring protocol and plan for the project, including training and engagement of staff members for data collection.
Provide orientations and training to project staffs on MEAL basics, data collection tools (Kobo) and tablets.
Assist in monitoring and evaluating the compliance of actual progress and performance against the planned work plan and M&E framework. Support to coordinate M&E activities as per the project activity plan in collaboration with field staff and the SDM.
Monitor whether the daily attendance of labour involved in the construction, maintenance and repair of training facilities and garden infrastructure, as well as trainees` daily attendance and monthly payment information is being inputted into Kobo at the appropriate times.
Support the Sr. M&EO in preparing monitoring reports and progress tracking for relevant stakeholders, including the technical and program team of UNHCR.
Assist Sr. M&EO on the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
Assist in developing monitoring formats with work progress indicators and ensuring a comprehensive monitoring process to ensure that all project activities are conducted properly and meet the set parameters.
Document processes, capture lessons learned, and share them with periodic Monitoring & Learning meetings.
Assist the central MEL team in monitoring and evaluating the impact of skills development activities, including developing monitoring and evaluation frameworks, data collection, and result analysis.
Ensure systematic cross/spot checks and triangulation of data for data validity, reliability, timeliness, and quality.
Participate actively in project planning, assessments, and evaluations.
Provide accompaniment support to project management and financial partners during field visits and share monitoring findings regularly.
Work in close coordination with the Livelihoods and Skills Development Sector (LSDS), and UNHCR Livelihoods and Economic Inclusion Unit to ensure timely submission of all monthly progress, Activity Info and 5W reporting’s.
Salary: BDT 52,500/Month (inclusive all)
