Job Context:
∎ iDE Bangladesh is looking for a qualified Monitoring and Evaluation Expert for the anticipated Enterprise Development Project.
∎ The position Monitoring and Evaluation Expert will be responsible for planning, monitoring, data collection, analysis, management and presentation of the results measurement findings to the project team. Capacity development project team members at field level on M&E system. Maintain an effective and proactive communication and coordination with field operations team and Dhaka E&A Team will be a significant role for this position.

Job Responsibilities:
∎ The responsibilities of the Monitoring and Evaluation Expert include but are not limited to the descriptions below.
∎ General Responsibilities:
∎ The Monitoring and Evaluation Expert has responsibility for ensuring that monitoring and results measurement activities are well planned, resourced and carried out so that relevant and useful information is generated on intervention performance. Under the technical guidance from Sr. manager & Evidence & Analytics team of Dhaka.
∎ Specific Responsibilities:
∎ Assist in the development of results chains before implementation and ensuring that a Measurement Plan is in place before interventions are executed and in compliance with M&E System.
∎ Assist in development of attribution strategies, baselines and survey designs: the data from which will be used for management decision.
∎ Work with project teams to review and revise the results chains, indicators and results measurement plans
∎ Monitoring and Evaluation:
∎ Monitor the timely execution of Monitoring and Results Measurement (MRM) Plans of the project
∎ Monitor the achievement of project outputs and results (outcomes) as per project MRM Plans
∎ Report on Monitoring, Results measurement (on impact/ outcome level), Key Performance Indicators (KPI) and Management Dashboard of the assigned projects on regular basis
∎ Conducting assessments/ studies as per project requirement.
∎ Respond to other results measurement data needs of the programme
∎ Support for the validation of data arising from the implementation of the Measurement Plans to verify the results
∎ Support consultant/firm to conduct different survey/evaluation under the project.
∎ Coordination and Support:
∎ Support developing study/assessment plans, data collection and analysis tools and guidelines, training on assessments and data collection, developing reporting outlines & formats, developing process management tools & guidelines
∎ Support in data analysis and report writing

Additional Requirements:
∎ Work Experience:
∎ Minimum 3-5 years of experience in Monitoring and Results Measurement/ M&E in development projects;
∎ Must have demonstrated expertise/experience in development programming and implementation;
∎ Familiarity and experience with project management concepts;
∎ Ability to cohesively work with various team members and the flexibility to adapt to different work conditions;
∎ Management and Technical Skills:
∎ Provides technical support to results measurement unit at field level
∎ Facilitating knowledge acquisition, storage and dissemination
∎ Ability to use standard software for data management/analysis such as Excel. Skills in using Microsoft Access and SPSS for data analysis will be an added advantage;
∎ Undertake any task assigned by Sr. Manager/E&A team
∎ Personal Skills:
∎ Familiarity and experience with project management concepts;
∎ Physical and Language Skills:
∎ Excellent communications skills in both Bangla and English;
∎ The role will require fieldwork in rural contexts as and when required and sometimes extended hours of work
