Accountabilities:

• Proposing a supply strategy for the mission or the revision thereof, to the coordination team for validation, according to the mission’s context and the operational needs

• In line with MSF’s protocols, policies, standards and guidelines, ensuring the implementation, monitoring and evaluation of the validated mission supply strategy under the Supply Chain or Logistics Coordinator’s responsibility

• Defining and ensuring the implementation of the overall supply procedures, of an efficient supply administration and providing adapted tools to support the different supply activities. Guaranteeing the standardisation of warehouse management focussing on medical stocks and the interactions with the distribution points

• Acting as a permanent auditor of the supply chain: as such, monitoring the different supply processes as well as the use of the tools and the accurate execution of the supply procedures, proposing adjustments where needed. Ensuring the stability of supply activities within regular and emergency intervention of the concerned projects

• Evaluating the HR set-up related to supply (team sizes, JD, organigrams, division of tasks and responsibilities) and managing the different supply teams in the mission (Coordination + Project) and participating in the selection, the follow-up (training-coaching) and evaluation of the staff under his supervision

• Offering a permanent technical support to the supply teams as well as to all other departments in the mission (Fin, Med,)

• Managing field visits on regular basis to offer a permanent support to the direct and indirect supply stakeholders

• Validating the use of the supply related third parties (suppliers, transport companies, freight forwarders, etc.) proposed by the procurement officers, transport manager together with the technical referents when needed

MSF Section/Context Specific Accountabilities:

Overall Purpose of the Position:

The Intersection support team (IST) Supply Manager is responsible for coordinating and ensuring the efficient functioning of the IST supply chain in Bangladesh, covering international orders, local medical procurement, importation, customs clearance, freight, stock management, and supply systems and tools. The role serves as the focal point for supply tools and systems, ensuring the consistent application of MSF supply procedures and the timely, compliant, and well-coordinated delivery of supply activities across all Operational Centres in Bangladesh.

Key Responsibilities:

Supply Chain Management

• Manage and coordinate IST supply activities in Dhaka and Cox’s Bazar, including international orders, local medical purchases, freight, importation, customs clearance, and IST stock management.

• Ensure MSF supply procedures, compliance requirements, and validation processes are properly applied across local and international supply activities.

• Monitor IST medical and non-medical stock levels, including consumption, expiry dates, over stock, shortages

International Orders, Freight and Importation

• Act as the focal point for international orders and communication with European Supply Centres, ensuring timely order preparation, validation, encoding in UniField, submission, and follow-up.

• Coordinate international cargo reception by air and sea, customs clearance, shipment tracking, cargo complaints, and onward delivery to project locations.

• Act as the focal point for importation into Bangladesh, guiding Operational Centres on import requirements, permits, SROs, narcotics/controlled drugs, regulatory procedures, and clearance challenges.

Medical Procurement and Supplier Coordination

• Support local medical procurement in coordination with all pharmacists, the Medical Purchasing Officer, suppliers, warehouse teams and supply focal points.

• Liaise with local medical suppliers, NGOs, UN agencies, government departments, clearing agents, transport providers, and other relevant external stakeholders.

• Collaborate with all pharmacists, headquarters, and Operational Centre level for technical pharmaceutical advice when required.

Systems, Reporting and Process Improvement

• Manage product code creation, subscriptions, and non-medical green list requests in coordination with SPINCO and relevant technical referents.

• Prepare monthly activity reports, maintain supply documentation, draft mission-specific SOPs, and propose improvements to supply processes.

• Responsible for maintaining the Intersectional Standard List (ILSL), ensuring it is kept up to date through real-time updates and periodic reviews.

• Act as the UniField (Erp tool) focal point for the Bangladesh mission, ensuring regular system health checks and database clean-up, and escalating issues to the relevant HQ technical referent when required.

Team Management and Coordination

• Provide day-to-day guidance, resolve operational challenges, and conduct performance evaluations for direct supervisees.

• Maintain strong collaboration with IST Procurement team, Logistics, Medical, Finance, Operational Centres, and other stakeholders.

• Conduct regular visits to Cox’s Bazar to provide support to the team.

• Cover the Logistics Coordinator gap when required.

• Weekly 2 holidays

Contract and Benefit:

• Permanent contract renewable based on performance and operational needs. Salary according to level Ten (10) of the internal MSF salary grid (BDT 161,000 Gross). Salary is non-negotiable. Income tax deduction from salary based on current income tax rule.

• 2 annual leave days per month worked.

• Medical Reimbursement for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.

Others: There will be no provisions for relocation.
