Job Responsibilities:
∎ Proposing a supply strategy for the mission or the revision thereof, to the coordination team for validation, according to the mission's context and the operational needs;
∎ In line with MSF's protocols, policies, standards and guidelines, ensuring the implementation, monitoring and evaluation of the validated mission supply strategy under the Supply Chain or Logistics Coordinator's responsibility;
∎ Defining and ensuring the implementation of the overall supply procedures, of an efficient supply administration and providing adapted tools to support the different supply activities. Guaranteeing the standardisation of warehouse management focussing on medical stocks and the interactions with the distribution points;
∎ Acting as a permanent auditor of the supply chain: as such, monitoring the different supply processes as well as the use of the tools and the accurate execution of the supply procedures, proposing adjustments where needed. Ensuring the stability of supply activities within regular and emergency intervention of the concerned projects;
∎ Evaluating the HR set-up related to supply (team sizes, JD, organigrams, division of tasks and responsibilities) and managing the different supply teams in the mission (Coordination + Project) and participating in the selection, the follow-up (training-coaching) and evaluation of the staff under his supervision;
∎ Offering a permanent technical support to the supply teams as well as to all other departments in the mission (Fin, Med,);
∎ Managing field visits on regular basis to offer a permanent support to the direct and indirect supply stakeholders;
∎ Validating the use of the supply related third parties (suppliers, transport companies, freight forwarders, etc.) proposed by the procurement officers, transport manager together with the technical referents when needed;

∎ MSF Section/Context Specific Accountabilities:
∎ Manage IST Supply team located both DHK & Cox'sbazar;
∎ Responsible for efficient operation of supply chain (order management, purchase management, stock management, freight management) in the mission, and ensure that MSF supply procedure is applied and observed in the mission;
∎ To liaise with local suppliers, manufacturers, NGOs/UN agencies, government departments and other relevant institutions;
∎ Collaborate with the pharmacist and seek technical pharmaceutical advice on medical supply;
∎ Responsible for export import application and permits including coordinating with relevant department & agencies;
∎ In consultation with the LogCo approach suppliers, negotiates, and prepare purchase contract. When necessary, s(he) compiles the call for tender files, with the help of the Procurement Supervisor, follows the files according to the procedure through to the final decision to purchase, and establish contract, if necessary;
∎ To closely monitor and advice on the stock level (medical and non-medical) related to monthly consumption figure, expiry dates, excess drugs and possible shortages in the capital;
∎ In collaboration with Mission Technical Referent assess the local transport market and monitor prices of transporters;
∎ Coordinate all responsible supply supervisors for warehouse management for smooth operation;
∎ Being the focal point for all importation to Bangladesh, have to guide all missions about import requirements, process, capacity & difficulties for different type of requirements;
∎ Focal point for Bangladesh for all communication with ESC related to Int. orders. Follow up queries with concerned missions and provide feedback to ESC;
∎ Responsible to coordinate with ESC focal point and missions for monthly coordination meeting about Int. orders update;
∎ Coordinating for reception of all Int. cargos (SEA & AIR) both DHK & CTG. For SEA cargos reception at CTG, responsible to manage Transit warehouse and shipments of received items to each project location;
∎ In consultation with LogCo, coordinate with Supply/Log Managers of all sections to arrange intersectional Supply Workshop.

Additional Requirements:
∎ Age at least 18 years
∎ Essential in supply chain management (minimum 2 years) and in organization of supply administration and procedures;
∎ Desirable proven understanding and experince of MSF Field Logistics (general knowledge of MSF equipments and kits in accordance to the nature of the project).

Salary:
∎ Salary according to level 10 of the internal MSF salary grid, BDT (128400 - 154080 Gross) at step `0-10`

Compensation & Other Benefits:
∎ Contract duration to be determined.2 annual leave days per month worked. Medical reimbursement for employee and direct dependents.
