Education:

Education:

  • MBBS degree from a recognized medical college.

  • BMDC registration must be valid and updated.

  • Additional training in EmONC, IMCI, ENC, SAM/MAM management, infection prevention, or emergency response will be considered an advantage.

Experience:

  • Minimum 2–3 years of experience in clinical service delivery in hospital or Upazila Health Complex settings.

  • Experience in MNCH-N services, emergency obstetric care, newborn care, or child health services is preferred.

  • Experience working in humanitarian, fragile, or emergency settings, particularly Cox’s Bazar context, will be an added advantage.

  • Experience working with Government health facilities, UN agencies, NGOs, or donor-funded projects preferred.

  • Basic computer skills including MS Office and reporting systems.

  • Understanding of DHIS2/HMIS reporting systems preferred.

Language Requirement:

  • Fluency in Bangla required.

  • Working knowledge of English preferred.

Duty and Working Conditions:

  • The position requires working in District Hospital or Upazila Health Complex.

  • Frequent travel within Cox’s Bazar district may be required.

  • The Medical Officer must comply with organizational safeguarding, PSEA, infection prevention, and safety policies.



Responsibilities & Context:

Project Background

Partners in Health and Development is implementing the Momentum Integrated Health Resilience (MIHR) initiative in Cox’s Bazar Sadar, Ukhiya, and Teknaf to strengthen resilient Maternal, Newborn, Child Health and Nutrition (MNCH-N) services in fragile and emergency-prone settings. The project supports Government health systems to improve lifesaving MNCH-N services, strengthen referral mechanisms, enhance evidence-based decision-making, and ensure continuity of essential health services during outbreaks and disasters.

The Medical Officer will play a critical role in strengthening quality clinical services at District Hospital and Upazila Health Complex levels through providing mentorship support.

Position Purpose

The Medical Officer will provide quality mentorship support for maternal, newborn, child health and nutrition services at assigned facilities. The incumbent will support EmONC, newborn care, IMCI, SAM/MAM management, referral coordination, infection prevention and outbreak response activities in alignment with national protocols and MIHR objectives. The position will contribute to strengthening service readiness, improving clinical practices, and ensuring continuity of essential MNCH-N services in fragile and emergency settings.

Key Responsibilities

 1. Support EmONC and Newborn Care Readiness

  • Support implementation of facility-specific EmONC readiness plans at District Hospital and UHCs.

  • Ensure availability and proper utilization of lifesaving medicines, supplies, and equipment related to MNCH-N services.

  • Assist in strengthening SCANU/NSU referral coordination and newborn stabilization before referral.

  • Promote adherence to infection prevention and control (IPC) standards within service delivery points.

2. Clinical Mentoring and Capacity Building

  • Conduct regular bedside mentoring, hands-on coaching, and competency-based skills assessment of doctors, nurses, FWVs, SACMOs, midwives, and other frontline MNCH-N providers.

  • Use standard mentoring checklists, clinical observation tools, case review formats, and Government-approved protocols to assess provider performance and identify skill gaps.

  • Develop facility-level mentoring action plans based on observed gaps in ANC, PNC, normal delivery, EmONC, ENC, newborn resuscitation, newborn stabilization, IMCI, IPC, and nutrition services.

  • Facilitate routine maternal and newborn case reviews, including near-miss, complication, referrals.

  • Strengthen clinical documentation, record keeping, and use of service data to monitor quality of MNCH-N care, referral outcomes, and mentoring progress.

  • Support facility quality improvement teams to identify service delivery bottlenecks, implement small practical changes, and track improvement in priority MNCH-N indicators.

  • Promote evidence-based clinical practices aligned with Government guidelines.

3. Referral System Strengthening

  • Coordinate timely referral and back-referral of complicated maternal, newborn, and child cases.

  • Ensure proper documentation and use of standardized referral tools and registers.

  • Liaise with SCANU, NSU, emergency units, ambulances, and referral facilities to facilitate continuity of care.

  • Support referral tracking and feedback mechanisms.

4. Data Recording, Reporting and Quality Improvement

  • Maintain accurate clinical records, registers, and reporting formats.

  • Support routine HMIS/DHIS2 reporting and ensure quality documentation of MNCH-N indicators.

  • Participate in data review meetings, clinical audits, maternal and perinatal death reviews, and quality improvement initiatives.

  • Support implementation of data quality assurance activities at facility level.

5. Emergency Preparedness and Response

  • Participate in Rapid Response Team (RRT) activities during outbreaks, disasters, and humanitarian emergencies.

  • Support continuity of essential MNCH-N services during emergencies, disease outbreaks, floods, storms, or other crises.

  • Assist in emergency preparedness planning, triage, outbreak response, and surge clinical support when required.

5. Coordination and Collaboration

  • Work closely with District Hospital, UHC authorities, DDFP office and other stakeholders.

  • Coordinate with project teams, community workers, NGOs, and referral actors for improved service delivery.

  • Participate in relevant coordination meetings, trainings, and review sessions.
