Educational Requirements:

Job Responsibilities:
∎ Accountabilities
∎ • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
∎ • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
∎ • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
∎ • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
∎ • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
∎ • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
∎ • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
∎ MSF Section/Context Specific Accountabilities
∎ • Ensure quality clincial care is provided to Covid-19 and non-covid-19 patients in Rubber Garden (SARI isolation-treatment facility) and other MSF locations.
∎ • Ensure Medical doctors and Medical assistant provide quality clincial care to all patients.
∎ • Regularly coarch medical teams in patients care and treatment options according to MSF protocols.
∎ • Perform MD duties when required cover gaps and able to take the work load from MDs, as required.
∎ • Ensure strict IPC standard are followed in the all MSF facilities.
∎ • Screening, traige and treatment of SARI (severe acute respiratory infection) and Covid-19 patients in MSF isolation facilities, including Rubber Garden SARI isolation-treatment center, according to MSF protocols.
∎ • Treatment of non-covid-19 patients (in the OPD, ER, Pediatrics, Adult and neonatal wards) in MSF facilities, according to MSF protocols.
∎ • Prepare training plans, training materials and conduct training to MDs, MAs and Nurses etc in close colloboration with NAM (Nurse activity managers)
∎ • Close monitoring and supervison of patients care provided in the wards (for Covid-19 and non-coid 19 patients)
∎ • Ensure medical teams proper collection, documentation, analysis and reporting patient data.
∎ • Submit timely reports on daily, weekly and monhtly basis to supervisor.
∎ • Esnure monitroing of staff health (National staff), validation of medical claims and submit to expat MAM and/or MTL/PMR.
∎ • Participate in conducting patients satefy and quality care assessment and adults for e.g. medical aduit, mortality review meetings, documenting medical incidents and actively discuss with medical teams, together with the PMR/MTL.
∎ • Ensure rationale use of medications and prescriptions to patients being followed by MDs and MAs.
∎ • Responsible for arranging patients referrals to other MSF faciltiies and external facilties approved by MSF in Ukhia, Cox’s Bazar and Chittagong.
∎ • Ensure Covid-19 patients receive quality palliative care according to MSF protocols.
∎ • Fexible to work in treating Covid-19 and non-Covid-19 patients in all MSF facations and locations.
