∎ Job Purpose: The MEAL Officer will ensure the establishment and implementation of an effective and efficient system to monitor progress, impacts and successes of project activities and performance at all levels. S/he will be responsible for monitoring and evaluating project performance (timely, high quality, impact) and for developing knowledge packages to widely disseminate learnings. S/he will equally support the monitoring and evaluation components of the project supporting the team to develop and utilise different data collection tools, maintain and updating a database to track key project outputs.
Job Responsibilities:
∎ Program/project design and learning: Analyse M&E data and summarizing it into accessible, understandable, useful information for programme teams to use for decision-making and applying adaptive and results-based project and programme management.
∎ Manage the Programme Toolkit (including log frames, M&E plans, activity, output, and outcome tracking
∎ Ensure accountability and learning through planning and facilitating periodic progress reviews (at the activity and output levels) and results-based reviews (at the outcome level) and M&E and Programme staff for the programme
∎ MEAL system set up: Assist to design and development of MEAL strategy and plan for the Consortium and develop an MEAL working group ensuring active participation of all partners
∎ Develop detailed M&E activity plans with team members and liaising with Programme staff to ensure that all roles and responsibilities are agreed, understood, managed, and implemented to plan
∎ Establish MEAL systems in using the tools: Work with MEAL team to establish processes for linking analysis of community feedback and monitoring data.
∎ Prepare MEAL report regularly that captures outputs, outcomes and process of the project and recommend the points that need revision, attention or more examination.
∎ Ensure MEAL findings and Reporting: Coordinate and liaise with different Accountability Platforms clusters to share CWW Accountability achievements and plan and also to receive the Response and seek to leverage their assistance in support of CWW's accountability plan.
∎ Additional Roles:
∎ Promote and ensure compliance with the requirements of Concern's HR policies, Concern's Code of Conduct and its associated safeguarding policies and Core Humanitarian Standards of Accountability (CHS) to ensure maximum protection to programme beneficiaries, and to welcome feedback.
∎ Undertake other related duties as may reasonably be assigned by the Country Director/Emergency Director or the line manager.
Additional Requirements:
∎ 3 years' work experience in MEAL
∎ Strong analytical skills with prior experience carrying out quantitative and qualitative data analysis
∎ Strong computer skills, particularly with Microsoft Excel, ACCESS and KoBo toolbox
∎ Experience working in the Rohingya Response
∎ Excellent organisational, leadership and interpersonal skills
∎ Strong written and verbal communication skills in English is desirable
∎ Prior experience working with Complaints, Feedback and Response Mechanisms of humanitarian organizations
∎ Experience of participatory research methods
