∎ The MEAL Head of Department is responsible for overseeing the monitoring, evaluation, accountability and learning functions of the organization including the full range of activities required to identify and address knowledge gaps, successes, challenges, and sustainable impact. S/he will be manage the MEAL department through performance management, coaching, mentoring, training and development. At the organizational level, devise and manage a MEAL training program with the goal of increasing capacity and awareness of MEAL for all staff.

Job Responsibilities:
∎ Objective 1: Design and manage Monitoring, Evaluation, Accountability and Learning systems for the organization in consultation with CD/DCD;
∎ Propose and develop a strategy for the MEAL department in accordance with ACF policies and priorities for the mission
∎ Support design and implementation of systems to collect and analyze program performance data for evidence-based programming decisions
∎ Develop or adapt project specific MEAL tools.
∎ Work closely with Program Head of Departments to process, analyze and use information collected to improve management, make necessary adjustments, and assess trends.
∎ Be the driving force for improving MEAL activities at mission level
∎ Support and guide the MEAL staff in capitalizing learning from report outcomes
∎ Track donor reporting requirements and deadlines and provide MEAL information to Head of Departments/Coordinators for drafting reports.
∎ Ensure that the questions and comments from donors, auditors and evaluators are handled in coordination with the audit department
∎ Objective 2: Create and maintain an enabling environment for MEAL department
∎ Provide direct supervision over MEAL staff (Manager) and ensure that coaching and performance plans are completed on time and with adherence ACF's talent management quality standards
∎ Develop good working relations with sectoral Head of Departments and Program Managers to ensure that MEAL remains a high priority in the country program.
∎ Work to enhance capacity for quality programming through training and capacity development of staff in MEAL including areas of program assessment, design and monitoring & evaluation methodologies.
∎ Develop ACF and partner's capacity building strategies for Monitoring, Evaluation and Learning and support implementation of MEAL guideline.
∎ Liaise with each program manager to check progress on the implementation of MEAL activities.
∎ Guide MEAL and Program staff in project learning and reflection events.
∎ Ensure adherence to the implementation of MEAL plans across all projects
∎ Objective 3: Contribute to the development and roll out of the mission program strategy in relation with the Country Director, Deputy Country Director
∎ Participate in initiatives taken by the mission with regards to the strategies and it objectives
∎ Contribute to the training plan for the mission especially with regards to the capacity building of writing skills
∎ Contribute to the establishment of a learning system to inform the mission program strategy
∎ Review baseline, midterm review and end line TORs and assist with project evaluations or other assessments, including rapid or in depth sectoral assessments, in new or existing project areas as needed
∎ Participating in drafting and preparation of concept notes and full proposals in coordination with DCD
∎ ln coordination with the DCD, checking and ensuring the quality and coherence of the documents, and the compliance with guidelines and donors requirements;
∎ Integrating information and recommendations drawn from previous programs, donors meetings, evaluation reports, informal recommendations, etc.
∎ Objective 4: Contribute diligence mechanism for effective partnership Development and management
∎ Create tools and guidelines for the capacity assessment of existing and potential partners
∎ Identify training needs and provide training to employees on the due diligence process on a periodic basis
∎ Plan and execute partners due diligence process in collaboration with program and Head of support Departments
∎ Ensure high standards of due diligence and compliance are maintained in every process and iteration
∎ Manage the overall Due Diligence process on acquisitions, from initial screening of deals through the final report.
∎ Support partners in strengthening their due diligence and accountability process through identifying gaps, developing action plans and technical assistance
∎ Have a cross-functional approach and work with both external and internal teams
∎ Identify and Mitigate all risk issues presented during the due diligence process in consultation with other functions/departments.
∎ Mission 5: Proactively support AAHs commitments to gender equality, child protection and disability sensitivity
∎ Read and ensure a full understanding of AAHs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary;
∎ Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries;
∎ Ensure the incorporation of gender equity principles in all policies and activities;
∎ Ensure sex and age desegregated data is maintained in all FSL & DRR project implementation.
∎ Encourage the participation of all genders in meeting and on committees;
∎ Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Additional Requirements:
∎ Experience and Technical Skills:
∎ Minimum 7 years in humanitarian and development.
∎ Minimum of 3 years of experience in Data Collection and Management
∎ Minimum of 3 years of experience to lead the department
∎ Skill: Strong knowledge in MEAL systems in the humanitarian and development field.
∎ Good command in quantitative and qualitative surveys, assessment and evaluations.
∎ Strong knowledge in database management and statistical analysis.
∎ Knowledge of systematic evaluation, quality control and accountability approaches.
∎ Strong skill on documentation, capturing learnings and knowledge management and have the ability to present facts in a concise way for learning and development of the organization.
∎ Strong and deep understanding of code of conducts, program quality standards and accountability frameworks being practiced by humanitarian sector.
∎ Knowledge on gender mainstreaming and gender transformative approach is an added advantage.
∎ Capacity to independently facilitate trainings/meetings/workshops with variety of stakeholders.
∎ Proactively contribute and ability to work in a team environment.
∎ Ability to work and deliver results in under tight schedule while respecting deadlines.
∎ Familiarity with Climate Change, Livelihoods, Wash, Nutrition and DRR sector.
∎ Excellent interpersonal skills and strong ability to listen explain and persuade

Salary:
∎ Gross monthly Salary BDT 198,590/-

Compensation & Other Benefits:
∎ Festival Bonus: 02 basic salary per year.
∎ Provident Fund: 7.5% of Basic Salary.
∎ End of Contract Benefits: End of Contract Benefits: 30 days of salary per year of service (No eligibility pro-rated under 1 year)
∎ Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).
