Responsibilities & Context:
∎ Lead the development of comprehensive guidelines for camp re-planning of around 15 camps, including zoning and land-use principles, in collaboration with the Senior Officer, Settlement Planning.
∎ Oversee the collection, analysis, and verification of field data to ensure accuracy and reliability for preparing detailed land-type zoning maps and block-level site plans.
∎ Manage and oversee the rational distribution of facilities to ensure equitable access to essential services, working closely with the Senior Officer, Settlement Planning.
∎ Integrate fire safety, drainage systems, and re-greening initiatives into all site designs to promote a safe and sustainable living environment.
∎ Direct the preparation and finalization of comprehensive Meso Plans for the majority of camps in Ukhiya Upazila, ensuring alignment with organizational goals and stakeholder needs.
∎ Collaborate with funding agencies, as well as WASH, NRM, Health, Education, Protection, and Shelter-CCCM Sector teams, to ensure alignment of plans with sectoral guidelines and community needs.
∎ Organize and actively participate in workshops, meetings, and field visits to gather valuable input, validate designs, and build consensus among stakeholders.
∎ Ensure that planning and designs incorporate input from all relevant sectors to achieve holistic and community-centered planning.
∎ Manage the collection and analysis of field-level data, ensuring accuracy through field visits and site assessments at the camp level to evaluate topography, hazards, and settlement dynamics.
∎ Lead comprehensive site assessments to identify potential risks and opportunities, ensuring informed planning and design decisions for future.
∎ Collaborate closely with the Programme Manager to provide data-driven insights, contributing to the development of strategic plans and solutions.
∎ Compile structured plans for the entire Kutupalong Mega Camp, detailing land use, accessibility, communal spaces, and hazard mitigation strategies.
∎ Maintain detailed and accurate records of activities and provide regular progress updates to stakeholders and supervisors.
∎ Oversee the publication and documentation of the finalized Meso Plan at the end of the project, ensuring it meets organizational and stakeholder standards.
∎ Perform any additional tasks assigned by the supervisor to address evolving project requirements and priorities
∎ Ensure the safety of program participants, individuals who come into contact with the organization, and team members from any harm, abuse, neglect, harassment, and exploitation, including sexual exploitation and abuse (SEA), in order to achieve the program's safeguarding goals. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
∎ Practice, promote, and endorse the safeguarding policy among team members, ensuring the implementation of safeguarding standards in all actions.
∎ Follow the safeguarding reporting procedures in the event of any reportable incidents and encourage others to do the same.
∎ The Manager, Settlement Planning will lead a team of 9 people and oversee the Meso Planning for approximately 15 camps in Ukhiya Upazila. This includes developing site plans that optimize land use, enhance safety, and ensure equitable access to services in close collaboration with the funding agency. The role involves managing the entire Meso Planning process, coordinating with stakeholders, and preparing and disseminating detailed land-use plans to address overcrowding and environmental risks. This position plays a key role in sustainable camp management and improving the well-being of refugees. Ultimately, the Manager will deliver a comprehensive Meso Plan for approximately 15 camps in the Kutupalong Mega Camp, serving as a blueprint for future camp development initiatives.
