Educational Requirements:
∎ an MA (along with Bachelor with Honours) with thesis in any subject of social sciences from a reputed university in Bangladesh or abroad
Job Responsibilities:
∎ Major role:
∎ The major role of the Manager PM&E is to ensure the further development and management of the PM&E and Knowledge Management system at the NETZ Bangladesh Office and by this contributing to enhance the relevance, coherence, effectiveness, efficiency, impact and sustainability of the projects supported by NETZ. Furthermore, the Manager PM&E shall coordinate the conduction of studies under the NETZ sector programmes for contributing to the project and programme designs as well as for supporting policy dialogue initiatives.
∎ Responsibilities:
∎ Systematisation of PM&E system in the NETZ Bangladesh Office:
∎ Examine/Identify needs of the sector programmes of NETZ in regard to planning, monitoring and evaluation
∎ Further develop the PM&E framework for major programmes under the NETZ Bangladesh Offices with programme-specific tools and processes
∎ Support the programme design:
∎ Provide analyses on the context of the working areas to identify and adjust the needs of programmes
∎ Share data and findings from major external and internal studies
∎ Generate concepts and new ideas based on analyses and experiences
∎ Support the development of theories of change for projects as well as logical frameworks
∎ Inform project-related decision-making:
∎ Further develop a database for storing information and data from projects
∎ Make the information and data accessible to project management in required formats
∎ Orient partner NGOs colleagues/stakeholders about the process of collation and utilisation of data on basis of high ethical standards
∎ Monitoring of results, outcomes, impacts and sustainability of projects:
∎ Develop/Review tools for efficient participatory monitoring
∎ Supporting the preparation of periodic project reports in collaboration with the respective project teams (e.g., interim reports, final reports, baseline and end line survey reports, reports for third-party donors).
∎ Share findings and suggestions for changes needed for improving project implementation
∎ Measure results against the set project targets of the respective logical frameworks
∎ Ensure documentation of good practices and lessons learnt:
∎ Undertake field visits to identify and document project specific good practices and lessons learnt for all sector programmes
∎ Orient partner NGOs' staff on documentation and dissemination
∎ Disseminate documented good practices and lessons learnt to stakeholders, e.g. decision makers and project participants
∎ Make sure the documented good practices and lessons learnt are published and updated online
Additional Requirements:
∎ proven track record of working in PM&E and/or knowledge management units for well-known institutes or NGOs
∎ several years of working experiences with a PM&E and/or knowledge management unit
∎ published publications on development issues as first author, preferably in a peer-reviewed journal
∎ high proficiency in quantitative and qualitative research and analysis and proficiency in in using statistical analysis tools (e.g. SPSS)
∎ high proficiency in English and Bengali for generating and publication of reports, documents and articles in journals, popular newspapers and online
Salary:
∎ The selected candidate will be provided with a consolidated salary of BDT 120,000 to 150,000 with other admissible benefits like provident fund, festival allowances etc.
