The BRAC Pooled Fund initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO), is implementing the 8.5 month SHIFT (Sustainable WASH and Humanitarian Innovation for Local Transformation) Consortium project to serve Rohingya refugees and vulnerable host communities in Cox's Bazar. The project aims to improve access to safe, inclusive, and sustainable Water, Sanitation and Hygiene (WASH) services for these communities. It also strengthens the capacity of local partners to deliver quality, accountable, and sustainable humanitarian services. Led by BRAC in partnership with national and women-led organisations, the consortium promotes locally led humanitarian action through strengthened institutional capacity, leadership, and community engagement.
Enable data-driven decisions that strengthen programme quality, accountability, and learning across the SHIFT Consortium. The Manager, MEAL will support the implementation and coordination of consortium-wide MEAL systems, ensuring harmonised monitoring, reporting, data quality, and accountability across partners. The role will promote adaptive programme management, donor compliance, organisational learning, and the effective delivery of sustainable WASH services in Cox's Bazar and Bhasan Char.
Key Responsibilities:

  • Support the implementation and continuous improvement of consortium-wide Monitoring, Evaluation, Accountability and Learning (MEAL), Knowledge Management (KM), and reporting systems, including logframes, Performance Measurement Frameworks (PMFs), Monitoring and Evaluation Plans (MEPs), SOPs, IPTTs, and digital MIS/reporting platforms in line with BRAC Pooled Fund and donor standards.

  • Develop, adapt, and maintain harmonised MEAL tools, data collection methodologies, reporting templates, and quality assurance mechanisms to ensure consistent monitoring and performance tracking across consortium partners.

  • Coordinate routine programme monitoring across consortium partners by ensuring timely and accurate data collection, verification, analysis, and reporting against agreed indicators, targets, and milestones.

  • Conduct field monitoring visits, programme and data quality assessments (PDQAs), data verification exercises, and supportive supervision to ensure data quality, donor compliance, and adherence to humanitarian standards, including Sphere and CHS.

  • Consolidate and analyse programme data on reach, coverage, outputs, outcomes, and learning, and prepare performance reports, dashboards, and analysis to support programme management, donor reporting, and evidence-based decision-making.

  • Support accountability and learning processes, including Accountability to Affected Populations (AAP) and Community Feedback and Response Mechanisms (CFRM), by analysing community feedback, ensuring feedback loops are closed, supporting partner staff on accountability commitments, and facilitating knowledge-sharing activities.

  • Support assessments, evaluations, operational research, and learning reviews through coordination of data collection, analysis, and documentation of lessons learned, best practices, innovations, and case studies, while ensuring safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), Gender Equality, Disability and Social Inclusion (GEDSI), and protection considerations are integrated into MEAL processes.

  • Strengthen the MEAL capacity of consortium partners through capacity assessments, training, mentoring, and technical assistance, while maintaining coordination with BRAC Pooled Fund, BRAC HCMP, Central MEAL Team, WASH teams, sector stakeholders, and consortium partners.

  • Monitor partner performance against MEAL standards and reporting requirements, ensuring findings from monitoring, evaluations, and accountability mechanisms inform programme improvement, adaptive management, and the consortium learning agenda.

Safeguarding Responsibilities:

  • Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
