Responsibilities & Context:

The Manager, MEAL will be responsible for facilitating the implementation of BRAC’s MEAL plan and organisational learning agenda across programmes, enterprises, and support functions. The role involves facilitating strategic and operational learning processes, contributing to the design and implementation of MEAL systems, and ensuring high-quality data collection, analysis, and reporting. The incumbent will play a key role in promoting evidence-based decision-making through continuous monitoring, reflection, and knowledge generation.


Key Responsibilities:


Strategic and Organisational Learning

  • Contribute to the strategic planning of the MEAL department, particularly in enhancing the organisational learning system and accountability mechanisms.

  • Support the implementation of programme-level and enterprise-level learning workplans across development programmes, enterprises, and support functions.

  • Facilitate regular reflection and learning sessions in collaboration with various BRAC programmes and functions.

  • Assist in the planning and execution of learning-sharing seminars and ensure proper archiving of key learnings for future use.


Data Management, Analysis, and Knowledge Generation

  • Conduct extensive field visits to collect primary data and ensure rigorous data quality through validation and verification methods.

  • Design surveys in collaboration with relevant stakeholders, including parameter identification, sampling design, methodology development, and use of digital tools.

  • Analyse data to generate insights and prepare comprehensive reports.

  • Develop knowledge products and present findings to stakeholders through various channels, including presentations and documentation.

  • Continuously assess monitoring data to identify trends, issues, and inputs for improving programme performance and operational effectiveness.


Capacity Building and Coordination

  • Maintain effective coordination and communication with programme teams and MEAL staff to ensure alignment and knowledge flow.

  • Lead the capacity development of MEAL staff by conducting needs assessments, designing training modules, delivering sessions, and providing ongoing support.

  • Train Senior Officers, MEAL on survey implementation, data collection methodologies, and tools to ensure quality outcomes.


Supervision and Team Management

  • Supervise Senior Officers, MEAL in data collection and quality assurance processes.

  • Provide direct supervision and guidance to field-level MEAL staff to ensure effective execution of assigned tasks and adherence to standard.


Additional Job Requirements:

  • Solid understanding of qualitative and quantitative research methods, including survey design, FGDs, KIIs, IDIs, and mobile data collection tools

  • Proficient in research analysis and translating findings into actionable programme improvements

  • Skilled in MS Office, SPSS, and relevant data management systems

  • Strong presentation and communication skills in English

  • Demonstrated ability in teamwork, people management, and fostering inclusive, gender-sensitive environments

  • Capacity to manage multiple priorities and willingness to undertake regular field visits


Safeguarding Responsibilities:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.


Educational Requirements:

Master’s degree in a relevant discipline, preferably in Social science, public health, demography, economics, international development, public administration or statistics.


Experience Requirements:

Minimum 3 years of experience in the development sector, preferably in MEAL-related roles, is required. Familiarity with the thematic areas of education, health, and economic growth within the context of Bangladesh is desirable.
