Additional Requirements:
  • Enrolled in Bar Council

  • Supreme court license will be given priority

  • Minimum 5-6 years of experience in legal protection programming, preferably in humanitarian settings in Cox’s Bazar context

  • Proven experience in managing legal teams and complex legal cases

  • Strong understanding of refugee law, human rights, and protection principles

  • Excellent communication, advocacy, and stakeholder engagement skills

  • Experience in donor reporting and budget management

  • Commitment to safeguarding and humanitarian values and standards



Responsibilities & Context:

This position will coordinate and lead all activities of legal protection, including donor communication, maintaining and preparing the budget, and project documents.

Programme Leadership & Coordination

  • Lead and coordinate all activities under the legal protection programme.

  • Ensure strategic alignment of legal protection activities with HCMP’s overall goals.

  • Represent the programme in advocacy and camp coordination meetings with external partners.

Legal Case Management & Advocacy

  • Manage complex and high-risk legal cases, including legal counselling and mediation.

  • Coordinate effective legal advocacy efforts to promote refugee rights and protection.

  • Conduct regular legal consultations with refugee communities to gather feedback and improve services.

Team Management & Capacity Building

  • Supervise and support a team of legal officers, paralegals, and panel lawyers.

  • Provide ongoing training and mentorship to enhance team capacity and performance.

  • Ensure team safety and well-being, promoting safeguarding standards across all activities.

Partnerships & Stakeholder Engagement

  • Liaise and collaborate with other organisations to ensure cohesive service coverage.

  • Work with donors to strengthen partnerships and secure funding for legal protection activities.

Monitoring, Evaluation & Reporting

  • Ensure ongoing monitoring and evaluation of legal protection projects.

  • Prepare and submit monthly, bi-monthly, quarterly, mid-year, annual, and donor-specific reports.

  • Address MEAL findings and ensure programme quality in compliance with MEAL guidelines.

Documentation & Compliance

  • Generate legal documentation including ToRs, SOPs, EOIs, and technical proposals.

  • Ensure effective communication, report writing, and presentation for internal and external stakeholders.

Budget & Resource Management

  • Manage programme budgets and expenses efficiently and transparently.

  • Ensure compliance with financial and procurement policies.

Safeguarding & Protection

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
