Job Context:
∎ Friends in Village Development Bangladesh (FIVDB) is going to implement the “USAID`s Community Nutrition and Health Activity (CNHA)` funded by USAID” Project in Haor region Sunamgonj, Habigonj, Natrokona and Kishorgonj district in partnership with CARE Bangladesh. The present project tenure is up to September 2027.
∎ USAID`s Community Nutrition and Health Activity (CNHA)` funded by USAID, and implemented by CARE Bangladesh, aims to sustainably impact the nutrition and health of women and children in their first 1000 days of life. The activity will strive to achieve its goal by contributing to the areas of Strengthened community health systems to deliver nutrition, family planning, and health services; improving household nutrition and health behaviors; enhancing leadership and governance for improved nutrition; resilience of communities and households to potential nutrition shocks increased.
∎ Friends in Village Development Bangladesh (FIVDB), is a Bangladeshi non-governmental organisation founded in 1979 under the Societies’ Registration Act, 1860. The organisation is also registered with the NGO Affairs Bureau and the Micro Credit Regulatory Authority, of the Government of Bangladesh.
∎ FIVDB`s societal vision is that of `a vibrant society based on justice, equity, democracy and environmentally sound principles`. It works with the mission to give the disadvantaged women, men and children greater voice, reduce their vulnerability, increase their use of citizenship rights and help them enhance their quality of life. To that end FIVDB pursues educational, social and economic capacity building and social organization processes. It works to strengthen social protection and safety networks and participates in national and international outreach and advocacy. The organization combines grassroots service delivery, social mobilization and advocacy in its work and works in collaboration with communities, civil society, the Government and private sectors
∎ CARE Bangladesh, a non-profit international development organization, is implementing a five-year-long project, "USAID’s Community Nutrition and Health Activity (CNHA)”. CARE, with its consortium partners icddr,b, mPower, Jhpiego, and Viscom, will implement this project both at national and sub-national levels, and [Friends In Village Development Bangladesh (FIVDB)] will work at the local level to execute the field activities under Kishorgonj Cluster and in the selected upazilas (all unios) of Sunamgonj, Habigonj, Netrokona and Kishorgonj districts.
∎ Under CNHA, the consortium will work with different departments of the ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the nutrition coordination committees at the district and upazila levels focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government departments, and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. The project intends to impact several of the core challenges selected districts face in the North (Rangpur Cluster), Haor (Kishoreganj Cluster), Padma Basin (Madaripur Cluster), and Coastal Belt (Patuakhali Cluster) of Bangladesh.
Job Responsibilities:
∎ FIVDB, a local partner of this project implementation is hiring a Manager – Finance and Admin. The Manager – Finance and Admin will be responsible for the management of financial and administrative activities of the FIVDB under CNHA while carrying out his/her day-to-day responsibilities. Under the guidance of the Project Manager, S/he will work closely with the project team for financial planning, fund management, HR and procurement planning, capacity building and periodic reporting, audits, and evaluation. S/he will play a crucial role in ensuring compliance with USAID’s regulations, government guidelines, CARE standards, and own organization's policies. The Manager will also proactively troubleshoot field-related issues and serve as a technical expert in finance and compliance, offering intensive capacity-building support to staff.
∎ Responsibility # 1: Financial management including budgeting, monitoring, and reporting 40%
∎ Work as a key point of contact for [Organization name] CNHA project’s financial issues.
∎ Provide support to the project management team in preparation of the annual budget and budget narrative.
∎ Oversee the operations and development of the project’s financial issues including budgeting, recruiting, training, and conducting regular assessments of financial procedures.
∎ Advise project team members and senior management on decisions related to the project’s finances.
∎ Check the submission for accuracy and recommend fund release and expense adjustment.
∎ Prepare financial forecast with program support and track budget versus expenses to monitor the project’s burn rate and update the program accordingly.
∎ Facilitate different audits, and address findings and recommendations.
∎ Review the overall financial monitoring system and closely monitor the projects' financial and procurement operations, ensuring compliance at all levels.
∎ Track the project's operational and activity-related expenses and take appropriate measures to make timely payments to consultants, vendors, service providers, etc.
∎ Prepare the financial and accrual reports as per project requirements.
∎ Ensure proper use of VAT coupons and timely submission of the VAT report.
∎ Responsibility # 2: Human resources management and project administration 20%
∎ Work with the HR department to ensure proper recruitment process and maintain documents accordingly.
∎ Ensure capacity development training and guidance to project staff on financial and administration issues.
∎ Establish a standard and systemic approach for prevention, control, and reporting related to fraud and corruption cases.
∎ Ensure the project closing plan is being executed as per donor’s requirement and in a timely manner.
∎ Responsibility # 3: Project procurement activities 20%
∎ Ensure the procurement process of project goods and services following the required compliance.
∎ Prepare and maintain inventory tracking records.
∎ Ensure availability of adequate stationery, materials, and supplies for training and activities on time.
∎ Prepare inventory disposition plan during close-out as per Donor requirement.
∎ Responsibility # 4: Communication and liaison with partners and stakeholders 20%
∎ Maintain effective communication between the key personnel of CARE to ensure the requirements are met accordingly and timely.
∎ Maintain effective communication with project staff and different departments at [Organization name].
∎ Map, update, and maintain suppliers, vendors, and contractors' contact information and communication.
∎ Regularly orient suppliers, vendors, and contractors on standard policy, procedure, and compliance rules and safeguarding
∎ Additional job responsibilities:
∎ The duties and responsibilities set out above are partial. The role holder may be required to carry out additional duties within the reasonableness of her/his level of skills and experience. Ready to work in any natural disaster or emergency anywhere in Bangladesh.
∎ III. Reporting:
∎ The Manager – Finance and Admin will report to the Project Manager of FIVDB and will closely work with the Senior Officer – Sub Grants, and Cluster Coordinator of CNHA, CARE Bangladesh
∎ This position is primarily desk-based in Kishorgonj cluster office. However, there may be a need for field visits in accordance with specific project requirements and operational needs.
Additional Requirements:
∎ Age 25 to 55 years
∎ Working experience in USAID-funded projects is preferable.
∎ Committed to achieving results in a short time frame and under time pressure.
∎ Excellent communication skills and ability to effective coordination among sections.
∎ Excellent interpersonal skills, cost-effectiveness, value for money, and integrity
∎ Ability to set priorities, plan, and organize the work.
∎ Skilled in computer literacy, application software, internet, and email communication.
∎ Good understanding of and commitment to promote Gender, Equity, and Diversity Inclusion (GEDI) related concepts, ideas, and best practices
